Kitsap County building permit search: the SmartGov portal, statuses and records

To look up a building permit in unincorporated Kitsap County, Washington, use the Department of Community Development's SmartGov public portal. Its search box takes "a permit or license number, address, or name", with no login needed to search. DCD's Records & FAQs page says this Online Permit Center lists approved building permits from 2020 to the present, and points to a separate Historical Permit Records Search for "Historical permit records and building permit documents" (both read 24 October 2026). In our file the county issued 6,613 permits from October 2024 to September 2026.

Which addresses this covers

Kitsap County DCD permits unincorporated land: Silverdale, Kingston, Manchester, Hansville, Seabeck, Olalla, the county parts of the Port Orchard, Bremerton and Poulsbo growth areas, and the rural county. Bremerton, Port Orchard, Poulsbo and Bainbridge Island issue their own permits. Electrical permits come from the Washington Department of Labor & Industries.

How to look up the permits on a Kitsap County address

  1. Open the SmartGov public portal.
  2. Type the site address (at least two characters) or the permit number into the search box and select Search. Advanced search narrows by more fields.
  3. Open each permit on the parcel. The county files heating, cooling and plumbing work under one mechanical-and-plumbing permit type; a re-roof is its own permit.
  4. Read the status and inspection results to see whether the final passed.
  5. For anything before 2020, search the Historical Permit Records Search.

What the statuses mean

Status in the county file What it means How we count it
CLOSED FINALED, FINALED Final inspection passed Finished
ISSUED, RE-ISSUED Work under way or not finaled Open
Cancelled or withdrawn applications Never went ahead Left out

The county's file has no expired status: a permit that lapsed without a final keeps reading ISSUED, so it counts as open here. Of permits issued October 2024 to September 2025, 66.1% had finished and 33.9% were still open by our 23 October 2026 snapshot. HVAC is the weakest kind of work (51.4% finished) and plumbing next (58.2%). If your heat pump permit still reads ISSUED, ask the installer to book the final.

When the record is not online

DCD says all permits submitted from 2018 on are electronic and some older records are on paper. Its Records & FAQs page sends you to the Historical Permit Records Search first, then to a public records request through the Public Records Center, publicrecords@kitsap.gov, (360) 307-4261 or mail to 614 Division St MS-20, Port Orchard, WA 98366. Name the parcel number, address, permit number and date range, and avoid "any and all records". Paper records are viewed in the DCD lobby, Monday to Friday 9 am to 12 pm, once staff tell you they are ready; the county gives a cost estimate before making copies (read 24 October 2026).

What our Kitsap County pages add

Our Kitsap County page adds the county's permits up by kind of work:

Kind of work Permits (Oct 2024–Sep 2026) Finished (issued Oct 2024–Sep 2025) Usual days to final (issued Oct 2024–Sep 2025)
HVAC 1,280 51.4% 32
Remodels and repairs 1,214 66.2% 81
New homes 668 67.8% 260
Plumbing 527 58.2% 22
Roofing 394 61.6% 68
Garages, sheds and shade structures 365 69.6% 138
Solar 181 78.2% 66

75% of the 6,613 permits (October 2024 to September 2026) were for homes, and the usual permit that reached a final took 104 days (issued October 2024 to September 2025). Roofing permits rose 86% in the last 12 months (October 2025 to September 2026) against the 12 months before. The permit statistics page has year and month counts, how long a permit takes has the ranges, and browse permits lists the rows. The generator and gas electrical and demolition pages cover the smaller kinds. To check a contractor's L&I registration, see How to check a contractor's license in Washington.

What this does not tell you

The county's file names no contractor and no ZIP code, so there are no firm lists or ZIP pages for Kitsap County. The value is the one declared on the permit, not what the job cost.

How we know this

The portal search fields are from Kitsap County's SmartGov public portal, and the records route from DCD's Records & FAQs page, both read 24 October 2026. Our counts are Kitsap County DCD's Permit Activity DCD Permits layer (from SmartGov), read 23 October 2026: permits issued October 2024 to September 2026, unincorporated county only.

Numbers come from public permit records in 57 cities, data through October 23, 2026. Nobody paid to be on this page and nobody can.

Questions

  • How do I find out if a permit was pulled on my house in Kitsap County?

If the house is in unincorporated Kitsap County, type the address into the search box on the county's SmartGov public portal, which accepts a permit or license number, address or name. DCD says the portal lists approved building permits from 2020 to the present; older permits are in the Historical Permit Records Search.

  • Does Kitsap County issue permits for Bremerton, Poulsbo or Bainbridge Island?

No. Bremerton, Port Orchard, Poulsbo and Bainbridge Island issue their own permits. The county permits unincorporated land such as Silverdale, Kingston, Manchester, Hansville, Seabeck and Olalla.

  • Where are electrical permits in Kitsap County?

In unincorporated Kitsap County, electrical permits come from the Washington Department of Labor & Industries, not the county, so electrical work is not in the county portal or in our county file except generators filed with gas piping.

  • How do I request an old Kitsap County permit file?

Check the Historical Permit Records Search first. If the file is not there, submit a request through the county's Public Records Center, email publicrecords@kitsap.gov or call (360) 307-4261, naming the parcel number, address, permit number and date range.

  • Why does my Kitsap County permit still say Issued?

Usually the final inspection has not been done. The county's file has no expired status, so a lapsed permit keeps showing as issued. Of permits issued October 2024 to September 2025, 33.9% were still open by our October 2026 snapshot.
