Where to look for Longview permits
The City of Longview Development Services Department permits work inside the city limits only. White Oak, Kilgore, Hallsville and unincorporated Gregg and Harrison County are not covered.
| Tool | Search by | What it shows |
|---|---|---|
| Permit Portal | Not listed on the City's page | Status of permits and inspections |
| PermitDashboardData (City ArcGIS) | Any field, including permit number and location | Permit type, issue date, status, valuation; last updated 27 February 2025; our source |
| Open records request | Whatever you describe | Copies of permit files the portal does not show |
The City says the portal is "designed for use by General Contractors, licensed trade, and design professionals", and that homeowners pulling homestead exempt permits should contact Development Services in person or by phone.
How to look up the permits on a Longview address
- Open the Permit Portal.
- Search with the permit number if you have it (Longview numbers look like ELC2023-10956 for electrical or MCH2023-10922 for mechanical), or with the street address.
- Open each permit on the property. A house job often has a building permit plus separate electrical, plumbing and mechanical permits.
- Check the status (table below) and the inspection results.
- If nothing turns up, call Development Services or file an open records request naming the address and the years you need.
What the statuses mean
These are the status values in the City's permit layer:
| Status in the City data | What it means | How we count it |
|---|---|---|
| COMPLETED, FINAL, COMPLETE | The City closed the permit out | Finished |
| ISSUED | Issued, not yet closed | Open |
Of the permits issued October 2023 to January 2024, 38.6% had finished and 61.4% still read open when the layer stopped updating on 27 February 2025. Some of those have been finished since, so an Issued status in the layer is not proof that a job was left open; check the portal for the current status.
When the record is not online
The City takes open records requests through its JustFOIA portal, where you can submit, track a request, pay and receive the records (Open Records Requests, read 24 October 2026). The page does not mention building permits specifically, so name the address, permit numbers if known, and the years.
What our Longview pages add
Our Longview page counts the permits the City issued, October 2023 to January 2025:
| Kind of work | Permits (Oct 2023–Jan 2025) | Share | Homes |
|---|---|---|---|
| Electrical | 1,374 | 25% | 75% |
| Plumbing | 1,301 | 23% | 77% |
| HVAC | 750 | 13% | 71% |
| Roofing | 609 | 11% | 87% |
| New homes | 337 | 6% | 100% |
| Remodels and repairs | 170 | 3% | 100% |
| Demolition | 119 | 2% | 79% |
| Solar | 112 | 2% | 100% |
July 2024 was the busiest month in the window, with 481 permits. The permit statistics page has the year and month counts, and browse permits lists the rows. To check a Texas licence behind a name on a permit, see How to check a contractor's license in Texas.
What this does not tell you
The City's layer names an applicant, usually a person, not the contractor of record, so we have no firm lists for Longview. It has no final inspection date and no ZIP code, so we show no time to final and no ZIP pages, and it ends in January 2025.
How we know this
The portal description and audience are quoted from the City of Longview's Permit Portal page, and the records route from its Open Records Requests page, both read 24 October 2026. Our counts are the City's PermitDashboardData layer, read 23 October 2026: permits issued October 2023 to January 2025.
Numbers come from public permit records in 57 cities, data through October 23, 2026. Nobody paid to be on this page and nobody can.
