OUC (the Orlando Utilities Commission) rebates apply only inside OUC's electric territory, so check the logo on your bill before you count on one. Everything below is from OUC's residential rebates page, last modified and read 23 October 2026.
The rebates that touch a contractor job
| Upgrade | OUC rebate | Condition on the page |
|---|---|---|
| Heat pump A/C | $45 to $1,150 | 15.2 SEER2 or higher; amount by size and SEER2 rating |
| Ceiling (attic) insulation | $0.10 per sq ft installed | |
| Duct repair or replacement | Up to $100 | Ducts sealed to stop leaks |
| Battery storage | Up to $2,000 | |
| Efficiency Delivered | Up to $2,500 in upgrades | Qualifying customers can repay interest-free over up to 24 months on the bill |
| EV purchase or lease | $200 | Vehicle added to the home in the last six months |
OUC does not publish the heat pump tier table on that page. Ask the contractor for the system's tonnage and certified SEER2 rating, written on the quote, and confirm the tier with OUC before you pick between two units on rebate grounds alone. A $1,150 difference at the top can matter; at the bottom, $45 should not decide anything.
Rules that trip people up
- Six months. Apply online within six months of the purchase date; invoices must be dated.
- 15 days. If OUC emails for missing information, reply within 15 days or the application is rejected.
- License number on the invoice. Where a license applies, the invoice must show it. For a heat pump that is the HVAC contractor's Florida license; check it on DBPR's Verify a Licensee.
- No third-party money. Work paid for by a third party is not eligible.
- Cap. A rebate cannot exceed the cost of the work.
- Verification. OUC may inspect the work on site before paying.
- Warranty swaps. A warranty replacement can qualify if it meets the requirements and you paid something out of pocket.
- Property type. Single-family, condo or townhome, as the property appraiser classifies it.
The rebates page does not mention permits, but a heat pump change-out in Orlando is permitted work; see Orlando HVAC permit. A permit pulled by the same licensed company named on your invoice is the simplest proof that the work "complies with local and state laws", which OUC requires.
What Orlando's HVAC permits show
| Measure | Orlando HVAC and gas |
|---|---|
| Permits on homes, October 2023 to September 2026 | 8,269 |
| Firms | 759 |
| Usual filed value | $8,484 |
| Middle half of firms' usual value (3+ permits) | $5,000 to $10,731 |
| Usual days from issue to final | 91 |
| Share held by the five busiest firms | 30.6% |
| Busiest / quietest month | August (index 112) / November (84) |
| Firms matched to an active license | 91.2% |
Even the top OUC heat pump rebate is a small share of the usual filed value, so price and installer matter far more than the rebate tier. Filing peaks in August; November is the quietest month, a better time to replace a unit that is old but still running. The busiest firm over the last 12 months was Mechanical One LLC, with 219 permits. A permit that has not reached final cannot show the inspection passed; the usual one took 91 days.

What this does not tell you
Our numbers are City of Orlando permits; OUC's territory and the City limits are not the same area, and we cannot tell which permits got a rebate. Filed values are the contractor's estimate and cover all HVAC and gas permits, not only heat pumps. OUC can change or end a rebate at any time; the page is the authority on the day you buy.
How we know this
Rebate amounts, conditions and deadlines are from OUC's residential rebates page, last modified and read 23 October 2026. Permit counts are City of Orlando permits classified as HVAC or gas on homes, October 2023 to September 2026; filed value is the median declared value, and days to final is the median from issue to final.
Numbers come from City of Orlando building permits for one- and two-family homes, data through October 17, 2026. Nobody paid to be on this page and nobody can.
Questions
- How much is the OUC rebate for a new A/C?
OUC pays $45 to $1,150 for a heat pump A/C rated 15.2 SEER2 or higher, depending on system size and SEER2 rating (OUC rebates page, read 23 October 2026). The page does not publish the tier table, so ask the contractor which tier the quoted unit falls in.
- How long do I have to apply for an OUC rebate?
Six months from the purchase date, through OUC's online portal, with a dated invoice. OUC says processing takes 4 to 6 weeks and the rebate arrives as a bill credit. If OUC asks for missing information, you have 15 days to send it or the application is rejected.
- Do I have to use an OUC contractor to get the rebate?
No. OUC recommends its Preferred Contractor Network for quotes but the rebates page does not require it. The invoice must show the contractor's license number where one applies, and the work must follow local and state law.
- Does OUC give a rebate for attic insulation?
Yes: $0.10 per square foot of installed ceiling insulation. A 1,500 square foot attic would be $150. Duct repair or replacement is up to $100.
- Who can get OUC rebates?
OUC customers in its electric service territory for energy rebates, in single-family homes, condos or townhomes as classified by the property appraiser. The property owner and account holder supply proof of purchase. A customer of another electric utility is not eligible.
