Do I need an HVAC permit in Orlando? The mechanical permit, the $15,000 notice rule, fees and inspections

Yes: Orlando requires a City mechanical permit to replace or install a central AC, heat pump or furnace, and mechanical work is excluded from Florida's new under-$7,500 permit exemption. The City issued 8,269 HVAC and gas permits on homes from October 2023 to September 2026; the usual one was filed at $8,484 and took 91 days to reach final.

The Orlando rule

The City's mechanical permit application (updated 12/24, read 23 October 2026) covers "Addition", "Alteration", "New" and "Repair/Replace", and asks for tons, heating kW, system type (split, package, mini split), whether the space was previously air conditioned, and the SEER2 or HSPF rating. So a like-for-like change-out is permit work, not maintenance.

The July 2026 state exemption for small jobs does not change this. The City's HB803 exemption guide lists "Electrical, plumbing, mechanical, or gas work" as "not eligible for exemption, regardless of cost".

Situation What Orlando requires
Swap an existing AC or heat pump, under $15,000 Mechanical permit; no Notice of Commencement
Other mechanical work over $5,000 not tied to a building permit Mechanical permit plus a recorded Notice of Commencement before the first inspection
New equipment on the roof of an existing house A building permit and a mechanical permit; the mechanical contractor may pull both if the scope is only mechanical
New circuit or disconnect for the unit A separate electrical permit

The roof-equipment rule is from the City's mechanical plan review checklist.

Who pulls it

Usually a Florida-licensed air-conditioning or mechanical contractor: DBPR lists both among the categories that "require registration or certification" (DBPR FAQ). The City form notes that "Current license and insurance information must be registered with Permitting Services or provided with this application." 91.2% of the 759 HVAC firms on Orlando permits matched an active DBPR license in our file.

A homeowner can apply as owner-builder. Section 489.103(7) exempts owners "acting as their own contractor and providing direct, onsite supervision themselves of all work not performed by licensed contractors" on a one- or two-family home for their own use. The mechanical form needs a notarized owner signature when the work is not part of a building permit.

How to apply and what gets inspected

  1. Fill in the mechanical application and email it to digitalpermits@orlando.gov for digital review, as the form instructs.
  2. Record a Notice of Commencement only if your job is not an under-$15,000 replacement and is over $5,000.
  3. Pay in the City's Permit Lookup tool.
  4. Inspections. The City's inspection codes for mechanical work are 135 above ceiling, 200 rough-in, 375 refrigeration, 378 performance test and balance, and 600 final. Which of them your job needs is set when the permit is issued; ask the contractor for the list.

For an existing single-family home under $15,000, the City says it responds within 5 business days of a complete application (Building Permit Guidelines).

What it costs

From the 2026 residential fee schedule:

Fee Amount
Mechanical permit $66.24 for the first $1,000 of construction cost, plus $11.03 per additional $1,000 up to $25,000, then $8.28 per $1,000
Technology surcharge 3% of the permit fee
Re-inspection (failed) $150
Cancelling an inspection with 24 hours' notice or less $50
Work without a permit An additional 100% of the permit fee

Worked out from the schedule: an $8,000 change-out is $66.24 + 7 × $11.03 = $143.45, about $148 with the surcharge; a $12,000 heat pump is $187.57 before it. The City says it is reviewing fees after HB803, so check the invoice.

What 8,269 Orlando HVAC permits show

Measure Orlando HVAC and gas
Permits on homes, October 2023 to September 2026 8,269
Firms 759
Firms with a permit in the last 12 months 426
Usual filed value $8,484
Middle half of firms' usual value (3+ permits) $5,000 to $10,731
Usual days from issue to final 91
Busiest / quietest month August (112) / November (84)
Share held by the five busiest firms 30.6%

The usual filed value, $8,484, sits well under the $15,000 line, so most Orlando change-outs need no Notice of Commencement. The slow part is the final: 91 days is more than three times a roof permit's 27, which usually means the final was booked late, not that the install took months. Ask who books it before you pay the balance. Prices by job size: Orlando HVAC cost page.

What this does not tell you

Our Orlando HVAC trade also includes gas permits. A permit records the declared value and dates, not the unit's brand or whether it was sized correctly. Almost every Orlando permit is eventually closed, so we show speed to final instead of a finished share. City of Orlando addresses only.

How we know this

Rules, form fields and inspection codes are quoted from City of Orlando Permitting Services forms and pages read 23 October 2026; fees from the residential schedule effective January 2026, with worked examples computed by us; the owner-builder text from Florida Statutes § 489.103. Counts are City of Orlando permits on one- and two-family homes classified as HVAC or gas, October 2023 to September 2026; days to final are the median from issue; license status is our name match to DBPR.

Numbers come from City of Orlando building permits for one- and two-family homes, data through October 17, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to replace an AC unit in Orlando?

Yes. A replacement goes on the City's mechanical permit application, whose work types include 'Repair/Replace'. Florida's new under-$7,500 permit exemption does not apply: the City lists mechanical work as 'not eligible for exemption, regardless of cost'.

  • How much is an HVAC permit in Orlando?

The 2026 residential mechanical fee is $66.24 for the first $1,000 of construction cost plus $11.03 for each further $1,000 up to $25,000, and a 3% technology surcharge. An $8,000 change-out works out to $143.45, about $148 with the surcharge.

  • Do I need a Notice of Commencement for a new AC in Orlando?

Not for a straight swap under $15,000. The City's mechanical form says a Notice of Commencement 'is not required to Repair/Replace an existing heating or air conditioning system in an amount less than $15,000'. Other mechanical jobs over $5,000 that are not part of a building permit need a recorded notice before the first inspection.

  • How long does an HVAC permit take in Orlando?

Issuing it is quick; closing it is not. The usual Orlando HVAC permit in our file reached final 91 days after issue, against 27 for a roof permit.

  • Can a homeowner pull an AC permit in Orlando?

Florida's owner-builder exemption lets an owner act as their own contractor on a one- or two-family home for their own use, with a notarized owner signature on the City's form. You must do or directly supervise the work, and anyone you hire must hold the license the work needs.
