Do I need a water heater permit in unincorporated San Diego County? Not for a like-for-like swap by a licensed plumber; yes otherwise

Not for a same-type swap by a licensed plumber: unincorporated San Diego County exempts a replacement water heater "with no change to the unit type or servicing utilities when performed by a California licensed plumbing contractor", and requires a permit for everything else. Even so, 80 firms filed 1,253 water heater permits on County homes from October 2023 to September 2026, and only 42.1% of those a year or more old were marked completed.

The County rule

From the County's adoptive ordinance (PDS 110, rev. 1 January 2026, read 26 October 2026), plumbing exemption (1): "Installing a replacement water heater with no change to the unit type or servicing utilities when performed by a California licensed plumbing contractor." The ordinance also says the person doing the work and "any person hiring another person" are both responsible for finding out whether a permit is required.

Water heater job, unincorporated San Diego County Permit?
Same type (gas tank for gas tank), same utilities, CSLB-licensed plumber No
Same swap done by the homeowner Yes
Tank to tankless Yes, the unit type changes
Gas to electric or heat pump water heater Yes, the servicing utility changes; a new circuit adds electrical
New gas line or larger gas service Yes; Gas Line Repair is its own online permit type
Solar water heater No-fee permit, inspections still required (PDS 612)

This is the unincorporated county only: Fallbrook, Ramona, Lakeside, Spring Valley, Alpine, Valley Center and the other unincorporated communities. The City of San Diego and the other 17 cities have their own rules.

Applying online

The County's Online Services Central (read 26 October 2026) lists "Water Heater Replacement" among residential building permit types you can get online, next to Gas Line Repair, Electrical Service Upgrade and HVAC replacement, and lets you schedule, reschedule, cancel or get results for inspections online. File in Accela Citizen Access. In the County's open permit data, its online water heater type is scope code 8015, "(Online) Plumbing - HRA Water Heater R&R" (open data, counted 23 October 2026).

As owner-builder you sign the Owner-Builder Acknowledgement (PDS 421) and are "the responsible party of record on the permit".

What it costs

The fee schedule (PDS 613, effective 10 July 2026, read 26 October 2026) has no line for a water heater:

PDS 613 permit Fee
Plumbing only $392
Electrical and plumbing, or plumbing and mechanical $498
Electrical, plumbing and mechanical $734

The schedule points to PDS 612 for Homeowner's Relief Act fees; that form names no-fee permits for solar photovoltaic systems, solar water heaters and small wind turbines, not ordinary water heaters. We could not confirm what the online HRA water heater type costs, so read the Accela invoice before paying.

What 1,253 County water heater permits show

Measure Unincorporated San Diego County water heaters
Residential permits, October 2023 to September 2026 1,253
Firms 80
Firms with a permit in the last 12 months of the file 47
Completed (permits a year or more old) 42.1%
Firms with 10+ permits under 70% completed 12 of 15
10th / 90th-percentile busy firm 12.9% / 72.0%
Share of permits held by the busiest firm / five busiest 32.9% / 73.8%
Busiest firm's completed share 19.5%
Firms matched to an active CSLB license 85.0%
Busiest / quietest month (index, 100 = average) January (115) / May (81)

Two things stand out. Permits are filed even though a licensed like-for-like swap is exempt; the file does not say which were type changes, owner installs or optional filings. And most are never closed: 42.1% completed overall, 12 of 15 busy firms under 70%, and the firm with the most permits, holding 32.9% of them, completed 19.5%. If your job needs a permit, ask who books the final and check the status in Accela afterwards. Filing peaks in January and is quietest in May. The County file carries no job value for water heaters, so we show no price; national figures are in water heater replacement cost.

What this does not tell you

Water heater permits here are completed so rarely that we show no days-to-final figure. "Completed" is the County's completed status; an open permit can mean the final was never booked. Exempt swaps leave no permit, so our count is not the number of water heaters replaced.

How we know this

The exemption is quoted from the County's adoptive ordinance (PDS 110), the online permit types from PDS Online Services Central, fees from PDS 613 and Homeowner's Relief Act terms from PDS 612, read 26 October 2026; owner-builder terms are from PDS 421 and the scope code from the County's Building Permits open data, read 23 October 2026. Counts are County PDS residential water heater permits, October 2023 to September 2026; "completed" uses permits a year or more old, and license status is our match to CSLB records.

Numbers come from San Diego County Planning & Development Services building permits on homes in the unincorporated county (the County's open-data permit, contractor and status-history files), data through October 20, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to replace a water heater in San Diego County?

In the unincorporated county, not if a California licensed plumbing contractor installs a replacement 'with no change to the unit type or servicing utilities'. A switch from gas to electric or tank to tankless, or a homeowner install, needs a permit; the County offers a Water Heater Replacement permit online.

  • Can I replace my own water heater in San Diego County?

Yes, with a permit. The PDS 110 exemption applies only when a licensed plumbing contractor does the swap, so a homeowner install needs a permit and inspection. As owner-builder you sign PDS 421 and become the responsible party on the permit.

  • How much is a water heater permit in San Diego County?

The County's fee schedule (PDS 613, effective 10 July 2026) has no separate water-heater line; a plumbing-only permit is $392 and plumbing combined with electrical or mechanical $498. Check the invoice in Accela for the online Water Heater Replacement type.

  • Do I need a permit for a tankless water heater in San Diego County?

Yes if you are replacing a tank. The exemption covers a replacement with no change to the unit type or servicing utilities, so tank to tankless, or a new gas line or circuit, is permit work.

  • Does a water heater permit in San Diego County get finaled?

Often not. Only 42.1% of County water heater permits a year or more old in our file were marked completed, and 12 of the 15 firms with 10 or more permits were under 70%.
