Do I need a water heater permit in Sacramento County? Yes: the online permit, inspection 350, and why so many stay open

Yes: unincorporated Sacramento County requires a permit to replace a water heater, and "Residential water heater" is one of six permits it issues automatically online once the fee is paid. What the County requires

The Building Permits & Inspection Division's FAQ (read 23 October 2026) lists "Water Heater" among typical projects that need a permit, and "Residential water heater" among permits that "can be automatically issued online". The County's residential exempt list (GI-21) exempts some water tanks on grade but says in brackets "not including water heaters".

Water heater job County rule
Like-for-like tank replacement Permit required; issued online on payment
Tankless or heat-pump water heater The online list does not separate them; a new gas line or circuit is separate list work ("Gas Line", "Electrical panel, circuit")
Solar water heater Its own inspection code, 351
New gas line to the heater "Gas Line" is separately on the permit-required list

This covers unincorporated areas only; Elk Grove, Citrus Heights, Rancho Cordova and the City of Sacramento issue their own permits.

Who can pull it

A CSLB-licensed plumber. California's plumbing classification is C-36 (CSLB Licensing Classifications); check it on Check a License. 86.6% of the 365 firms on County water heater permits matched an active CSLB license by name. Many of the busiest filers are HVAC and home-service companies, not plumbing shops; the license classification on CSLB tells you what they are licensed to do.

You, as an owner-builder, after signing the County's AP-16 notice; you become "the responsible party of record on the permit".

How to apply and get it inspected

  1. Apply and pay in Accela Citizen Access; the permit issues automatically.
  2. Install, then book code 350 Water Heater online, on 916-875-5296 or by text to 855-280-5383, by 5 p.m. for the next day (Scheduling Inspections).
  3. If gas piping changed, codes 347 Gas Piping and 352 Gas Pressure Test apply; the County's list notes 352 and 353 Gas Tag "are auto added together".
  4. Final: 399 Final Plumbing. Keep the signed job card; the FAQ says it is the Certificate of Occupancy for home projects.

Why so many water heater permits stay open

Water heater permits are the ones most often left without a final in the County: 71.7% finaled, against 84.1% for HVAC and 88.1% for roofing. The job takes a few hours and the crew leaves; nobody comes back for the inspection unless the firm books it.

The spread between firms is wide: the 10th-percentile busy firm finaled 45.0% and the 90th 91.6%. The five busiest firms hold 44.6% of permits, so which one you call matters. Filings peak in February, when old tanks give out in the cold. Before the last payment, ask when the 350 inspection is booked; an open permit can surface when you sell.

What this does not tell you

Firms with under a year of permits show no finished share yet, so a new busy filer may look better or worse later. The County publishes no water heater fee on its building pages; Accela shows it before you pay. Swaps done without a permit are not in our numbers.

How we know this

Permit rules, the online-issue list, the exempt list and inspection codes are quoted from Sacramento County Building Permits & Inspection Division pages and its GI-21 and AP-16 documents, read 23 October 2026. Counts are Sacramento County permits on homes in unincorporated areas classified as water heater work, October 2023 to September 2026; "finaled" uses permits a year or more old, and days are issue to final.

Numbers come from Sacramento County building permits on single-family, duplex and townhouse homes in the unincorporated county (the County's Accela permit layer), data through October 18, 2026. Nobody paid to be on this page and nobody can.
