The County's rule

New Hanover County Building Safety issues building and trade permits for homes inside the City of Wilmington. Its residential Do I Need a Permit? chart (read 23 October 2026) marks these HVAC jobs:

Job Electrical Mechanical Plumbing Note on the chart
HVAC (existing) replacement / changeout Yes Yes "Replacing HVAC with identical size HVAC (same tonnage)"
HVAC (new) Yes Yes "where one did not exist previously"
Furnace Yes Yes
Boiler Yes Yes Yes
Factory-built gas fireplace Yes Yes
Window air conditioner "NO PERMIT REQUIRED"

The County's guidance for flippers on its FAQ puts "HVAC replacement" in the "Requires permit" column next to paint and cabinets in the "No permit" one. If you are not sure which permit a job needs, the chart gives 910-798-7308.

What it costs

From the County's Permit Cost page, read 23 October 2026:

Residential fee Amount
Mechanical permit $60
Electrical permit $60
Excessive inspections service fee (after 2 failed inspections) $50
Starting work or working without a permit $100
Failure to obtain final inspection when job complete $100
After-hours inspection $120

A same-tonnage changeout is therefore $120 in permit fees on the County's table (our arithmetic). COAST shows the itemised invoice before you pay. Cancelled permits are refunded "minus a 25% service fee or $60 minimum, whichever is greater".

Who can pull it

A licensed heating contractor. The state plumbing and heating board licenses "Anyone who contracts to install, alter or restore plumbing, heating (includes air conditioning) or fire sprinkler systems", while "Minor repairs and service work ... do not require a state license" (Consumer Awareness). Search the firm on the board's license search.

You, as owner-builder, within the County's limits: the exemption is "Generally intended for owners who will occupy the home as their primary residence for at least 12 consecutive months" and "May not apply to" LLC-owned, investment, resale or rental properties.

Applying, inspections, expiry

  1. Apply in COAST for the electrical and mechanical permits; questions go to coast@nhcgov.com.
  2. Request inspections in COAST before 3:30 p.m. for the next business day. Inspections run 8 a.m. to 5 p.m., and the County does about 300 a day, so no time slot is guaranteed. Prerequisites are built in "per the North Carolina Department of Insurance", so COAST will not let you book a final ahead of earlier steps.
  3. Find your inspector under "Today's Inspections" in COAST; the FAQ says texting the inspector is fastest. Inspectors do not carry ladders, so a unit in the attic needs yours.
  4. Expiry. A permit "will expire in six months if you don't start work", and once started, if work stops for 12 months (G.S. 160D-1111, quoted on the FAQ).

What 2,576 Wilmington HVAC permits show

Measure Wilmington HVAC
Permits, October 2023 to September 2026 2,576
Firms 293
Firms with a permit in the 12 months to September 2026 143
Completed (permits a year or more old) 89.2%
Usual days from issue to final 27
10th / 90th-percentile firm (10+ permits) 58.6% / 98.0%
Busy firms under 70% completed 6 of 43
Share held by the busiest firm / five busiest 18.2% / 37.1%
Busiest / quietest month (index, 100 = average) April (140) / November (63)

The gap between firms is the useful number. The 90th-percentile busy firm completed 98.0% of its permits and the 10th-percentile one 58.6%; 6 of 43 busy firms were under 70%. An open permit costs you nothing at first, but the County's $100 penalty for no final, and a buyer's inspector, can find it later. The busiest firm in the 12 months to September 2026 was Airmax Heating and Air Incorporated, with 134 permits. Filing peaks in April and is slowest in November.

What this does not tell you

Wilmington HVAC permits carry no job value, so we show no price; get written quotes. The County names the contractor on only about half of recent trade permits, so firm figures cover the permits that name one. Beach towns and the unincorporated county are not in our Wilmington view.

How we know this

The permit chart, fees and penalties, owner-builder limits, inspection scheduling and expiry are quoted from New Hanover County's Do I Need a Permit? chart, Permit Cost page and Building Safety FAQ, read 23 October 2026; the licensing rule is from the NC plumbing and heating board, read 22 October 2026. Counts are New Hanover County HVAC permits on homes inside the City of Wilmington, October 2023 to September 2026; "completed" uses permits a year or more old.

Numbers come from New Hanover County Building Safety permits on homes inside the City of Wilmington (the County issues the City's building permits), data through October 16, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to replace my AC or heat pump in Wilmington, NC?

Yes. New Hanover County's permit chart lists 'HVAC (existing) Replacement / Changeout', described as replacing HVAC with an identical size (same tonnage), as needing both an electrical and a mechanical permit. A window air conditioner needs none.

  • How much is an HVAC permit in Wilmington, NC?

On the County's residential fee table a mechanical permit is $60 and an electrical permit is $60, so a changeout that needs both is $120 before any penalties. Failing to get a final inspection when the job is complete carries a $100 penalty.

  • How long does an HVAC permit take in Wilmington?

The usual Wilmington HVAC permit in our file passed final 27 days after issue, and 89.2% of permits a year or more old were completed. A permit expires if work does not start within six months.

  • Can a homeowner pull an HVAC permit in Wilmington?

New Hanover County says its owner-builder exemption is generally meant for owners who will live in the home as their primary residence for at least 12 consecutive months, and may not apply to LLC-owned, investment, resale or rental properties. Otherwise a contractor licensed by the state plumbing and heating board pulls it.

  • Who issues HVAC permits for homes in the City of Wilmington?

New Hanover County Building Safety, through its COAST portal. The City of Wilmington handles zoning; if a permit is on hold by the City, City Zoning is on 910-254-0900.
