The Ames rule
The City's Permitting and Inspections page (read 23 October 2026) says "Permits are required for most mechanical and gas work with the exception of the following":
| No permit needed | Permit needed |
|---|---|
| Portable heating appliances | Furnace, new or replacement |
| Portable cooling units | Air conditioner or heat pump (a compressor) |
| Portable or evaporative coolers | Boiler |
| A minor part that does not alter the equipment's approval or make it unsafe | Ductwork with an air-handling unit; appliance vents; gas piping |
Who can pull it
The City says "Homeowners can apply for permits for any projects on their primary residence", with one stated exception: "a homeowner cannot obtain a permit to upgrade the electrical service for their residence." Owners cannot pull permits for registered rental properties; there, mechanical work "must be done by a licensed contractor". Contractors must be "licensed by the Department of Inspections, Appeals, and Licensing" and carry at least $500,000 in general liability insurance. The State's PMSB contractor license also requires a master of record and a $5,000 bond; the lookup is in the Ames contractor license lookup.
Inspections
| Mechanical inspection | Notice the City asks for |
|---|---|
| Underground | 24 hours |
| Rough-in | 24 hours |
| Final, "Upon completion of the mechanical system" | 24 hours |
| Boiler, furnace or fireplace | 2 hours |
Inspections run Monday to Friday in a morning (9:30 to 11:30) or afternoon (1:30 to 3:30) window. Request them by phone on 515-239-5153, by email to inspections@cityofames.org, or in the City's portal.
How to apply
- Open the City's Citizen Self Service portal (EnerGov), which the Inspections Division links for permits, fee estimates and inspection requests.
- Apply for a residential mechanical permit and list each appliance; the portal's fee estimator prices it.
- Book the final once the system runs, using the notice times above.
What it costs
From Appendix U of the Ames Municipal Code, which the City says "went into effect July 1st, 2026" (2026-27 Appendix Fee Changes):
| Mechanical fee, existing 1- and 2-family homes | Amount |
|---|---|
| Basic fee (in addition to the items below) | $56.23 |
| Each forced-air or gravity furnace or burner, up to 100,000 Btu/h | $12.39 |
| Each boiler or compressor, up to 3 horsepower | $12.39 |
| Each air-handling unit up to 10,000 cfm, including attached ducts | $8.98 |
| Each appliance vent installed, relocated or replaced | $6.25 |
| Each gas-piping outlet | $4.25 |
| Reinspection | $56.23 |
Worked through by our reading: a furnace-only swap with a new vent is $56.23 + $12.39 + $6.25 = $74.87; add a central AC condenser (a compressor) and it is $87.26. The reinspection fee equals the basic fee, so a failed final nearly doubles the bill. Equipment and labour prices are in HVAC replacement cost; Ames trade permits carry no job value.
What 1,733 Ames HVAC permits show
| Measure | Ames HVAC |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,733 |
| Contractors | 50 |
| Contractors with a permit in the last 12 months of the file | 37 |
| Contractors with 10+ permits | 21 |
| Share held by the five busiest | 72.7% |
| Usual days from issue to final | 7 |
| Busiest / quietest month | July (150) / March (68) |
Ames is a small, concentrated market: five contractors hold 72.7% of HVAC permits. The busiest in the last 12 months were C and K Inc (169 permits), Neighbors Heating & Cooling (112) and One Hour Heating & Air (78). Permits close in about 7 days, so a furnace permit still open a month after the install is unusual and worth a call. Filing peaks in July at 150 and bottoms out in March at 68; spring is the easy time to book a planned replacement.

What this does not tell you
We do not show a finished share for Ames, because almost every older permit passes final, so it cannot tell firms apart. Ames trade permits carry no job value, and Iowa publishes no bulk license file, so no license status is shown. The City's pages block automated reading, so they were read through a page reader; the portal's fee estimator is the final word on the fee.
How we know this
Permit, homeowner, licensing and inspection rules are quoted from the City of Ames's Permitting and Inspections page, and fees from Appendix U of the Ames Municipal Code (2026-27, effective 1 July 2026), read 23 October 2026; the worked totals are our arithmetic. Counts are City of Ames residential HVAC permits, October 2023 to September 2026; days run from issue to the City's final date.
Numbers come from City of Ames residential permits (one record per permit), data through October 16, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a furnace in Ames?
Yes. The City says permits are required for most mechanical and gas work, and its exemptions cover only portable heaters and coolers, evaporative coolers and minor part replacements that do not alter the equipment's approval. A furnace or AC swap is not on that list.
- How much is a furnace or AC permit in Ames?
Under Appendix U, in effect from 1 July 2026, the basic mechanical fee for an existing home is $56.23, plus $12.39 for each furnace up to 100,000 Btu/h, $12.39 for each compressor up to 3 horsepower and $6.25 for each appliance vent. By our reading a furnace and AC swap with one vent comes to $87.26.
- Can a homeowner pull an HVAC permit in Ames?
Yes, on their own primary residence: the City says homeowners can apply for permits for any project there. They cannot for a registered rental, where mechanical work must be done by a licensed contractor.
- How long does an HVAC permit take in Ames?
Not long. Furnace and boiler inspections need 2 hours' notice, other mechanical inspections 24 hours, and the usual Ames HVAC permit in our file reached final 7 days after issue.
- Who licenses HVAC contractors in Ames?
The State. The City says all mechanical contractors must be licensed by the Iowa Department of Inspections, Appeals, and Licensing and carry at least $500,000 of general liability insurance.
