Do I need an HVAC permit in Arlington, VA? The like-for-like exemption, the gas exception and zoning

It depends on the fuel: Arlington County says replacing mechanical equipment "of the same type, size and location do not require a permit, unless its equipment is fueled by gas", so a same-size electric heat pump or AC swap can be exempt while a gas furnace never is. Contractors still filed 2,807 HVAC permits on Arlington homes from October 2023 to September 2026, at a usual filed value of $8,600, and the usual one reached its final 148 days after issue.

Arlington's rule

From the County's Mechanical Permit page, read 23 October 2026, which points to Section 108.2 of the Virginia Uniform Statewide Building Code (13VAC5-63-80) for further exemptions:

HVAC job Permit in Arlington?
Add, remove or relocate a furnace, AC, ventilation, exhaust or refrigeration system, or duct work Mechanical permit
Replace electric equipment with the same type, size and location No mechanical permit; Zoning approval for outdoor equipment
Replace or work on gas-fueled equipment, even same size Plumbing/Gas Permit
A different size or type (furnace to heat pump, bigger tonnage) Mechanical permit
New or relocated rooftop or exterior equipment Mechanical permit with plans
Equipment work with land disturbance Plans
Gas fireplace or insert Plumbing/Gas Permit (gas-fueled)

Three Arlington specifics. Zoning: "If a permit is not required, contact Zoning for approval of the location of any outdoor equipment," so an exempt condenser swap still needs a zoning check if the unit sits near a lot line. Commercial houses: "Some residential properties are considered commercial per the Building Code and therefore require a commercial permit," and the application asks which yours is. Vents: fuel-burning installations need a chimney or vent inspection on the County's Chimney Vent Certification form. When in doubt, the Inspection Services Division is on 703-228-3800.

Who can pull it

Virginia lets "the owner or lessee of the relevant property or the agent of either" apply, as well as the contractor (USBC 108.3). Arlington's Permit Arlington Roles page says the contractor "Must meet specific licensing criteria (specialty / class)" and the County "strongly suggest[s]" naming the contractor as Permit Holder, with a notarized affidavit when it is not. The Mechanical page adds that a Permit Authorization Affidavit may be needed depending on who holds and who applies.

An HVAC contractor holds a DPOR contractor license with an HVAC specialty, and its class caps the job: Class C up to $30,000 a job, Class B to $150,000 (Code of Virginia 54.1-1100). 94.2% of Arlington HVAC firms in our file matched an active DPOR license. Check yours on DPOR's License Lookup (steps).

How the County processes it

From the Mechanical page:

  1. Apply online in Permit Arlington. If a building permit exists, mechanical plans go under it.
  2. Completeness check within 2 business days.
  3. Review, up to 2 business days for residential work; revisions if comments are issued.
  4. Final processing within 2 business days: contractor verification and fee calculation. Pay online.
  5. Post the permit and placard once paid; the approved plan set follows in about 2 business days.
  6. Inspections. "The onsite individual must contact the assigned inspector the morning of the inspection, or it will be cancelled."

Fees come from separate Inspection Services, Zoning and DES schedules, and some permits draw on more than one. We could not read a current residential mechanical fee table on the County's site, so the invoice is the figure to plan on.

Arlington HVAC firms finish their permits: 86.9% reached final, and only 4 of 56 busy firms finished under 70%. Two of the five busiest filers, Hearth & Home Technologies LLC and Chesapeake Hearth and Stone Company LLC, are hearth firms: fireplace and insert work sits in this count alongside furnaces and heat pumps. Filing peaks in October, ahead of the heating season. The middle half of firms' usual jobs, $4,000 to $12,320, is a fair check on a system replacement quote. What this does not tell you

Like-for-like electric swaps that needed no permit leave no record, so our count under-represents simple electric swaps. Fireplace and hearth work is counted with HVAC. A filed value is the applicant's figure. We could not verify the County's mechanical fee amounts.

How we know this

Permit rules, the gas and zoning exceptions, plan triggers, review times and inspection rules are quoted from Arlington County's Mechanical Permit page, read 23 October 2026, and its Permit Arlington Roles page, read 22 October 2026; who may apply from USBC Section 108 and license classes from Code of Virginia 54.1-1100. Counts are Arlington County mechanical permits on homes, October 2023 to September 2026; finished share uses permits a year or more old, days to final is the median from issue to final, and license status is our name match to DPOR records.

Numbers come from Arlington County, VA building and trade permits, data through October 14, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to replace my AC in Arlington, VA?

Not always. Arlington County says replacing mechanical equipment of the same type, size and location does not require a permit unless the equipment is fueled by gas. A larger unit, a heat pump replacing a different system, a moved condenser or new duct work needs a mechanical permit.

  • Do I need a permit to replace a gas furnace in Arlington?

Yes. The County's like-for-like exemption does not cover gas-fueled equipment; a Plumbing/Gas Permit is required, and fuel-burning equipment needs a chimney or vent inspection documented on the Chimney Vent Certification form.

  • Does an outdoor AC unit need zoning approval in Arlington?

Yes, even when no mechanical permit is needed. The County says to contact Zoning for approval of the location of any outdoor equipment, and new or relocated exterior equipment needs plans with a mechanical permit.

  • How long does an HVAC permit take in Arlington, VA?

The County gives up to 2 business days each for the completeness check, residential review and final processing. Closing takes longer: the usual Arlington HVAC permit in our file reached final 148 days after issue.

  • How much is an HVAC permit in Arlington, VA?

The County does not print one figure; it calculates the fee in final processing from its Inspection Services, Zoning and environmental fee schedules. The usual filed job value on an Arlington HVAC permit was $8,600.
