What needs a mechanical permit in Bellevue
From the City's mechanical permits page and work requiring permits FAQ (read 23 October 2026):
| Work | Bellevue's rule |
|---|---|
| Furnace or heat pump: install, move or replace | Permit required, including like for like |
| Duct work | Permit required to extend or replace |
| Gas water heater | Replacing or moving needs a permit |
| New or modified gas line (fireplace logs, barbecue, cooktop) | Permit required |
| Zero-clearance fireplace, insert, pellet stove | Permit required |
| Hydronic heating system | Permit required for installation |
| New circuit for the equipment | Electrical permit: "A permit is required for adding or moving electrical circuits" |
| Replacing an appliance with a similar one in the same place (oven, range top, washer, dryer, gas logs) | No permit |
| Emergency repair (broken furnace or water heater) | Fix first; permit by the next City work day |
The like-for-like line is the one to remember: in Bellevue a same-size furnace or heat pump replacement is still permit work. A heat pump that needs a new or bigger circuit adds an electrical permit as well.
Who can pull it
A registered contractor. Bellevue cannot issue a permit "without verifying that the contractor is currently registered" with Washington L&I (Contractor Registration Requirements). L&I registration carries a $15,000 bond for a specialty contractor or $30,000 for a general contractor, plus liability insurance (L&I). A contractor with Bellevue gross receipts over $2,000 a year also needs a Bellevue business license. Check the firm on L&I Verify: 85.4% of Bellevue HVAC firms in our file held an active L&I record, and 74 (13.0%) held one that had expired or been suspended, against 8.5% of electrical firms.
You. Bellevue's Getting Started page says a homeowner can do the work themselves; it must be inspected and meet code, and you sign the Property Owner Certification Statement in the application.
How to apply
- Apply on MyBuildingPermit.com, which Bellevue's mechanical page names for all applications and plans.
- Same-day issue for permits that don't need plan review, per the City.
- Inspections are still required. The City lists a "Fire and Mechanical Inspections" document on the mechanical page; check results by address on Check Status (choose Bellevue, then the Location tab).
- Fees. The mechanical page points to Permit Fees and Payment and a Permit Fee Estimator rather than printing amounts; we could not verify a current residential fee, so run the estimator or ask the Permit Center (425-452-4898). Mechanical review questions: 425-452-6873 or MEPreview@bellevuewa.gov.
What 5,650 Bellevue HVAC permits show
| Measure | Bellevue HVAC and mechanical |
|---|---|
| Permits on homes, October 2023 to September 2026 | 5,650 |
| Firms | 570 |
| Firms with a permit in the last 12 months of the window | 309 |
| Closed (permits a year or more old) | 73.8% |
| Usual days from issue to close | 76 |
| 10th / 90th-percentile firm's closed share (10+ permits) | 53.5% / 92.2% |
| Firms under 70% closed | 22 of 77 |
| Firms with exactly one permit | 266 (46.7%) |
| Busiest / quietest month | June (index 119) / September (86) |
This is the Bellevue number to act on. HVAC permits close less often than electrical (73.8% against 83.3%), and the spread between firms is wide: the 10th-percentile busy firm closed 53.5% of its permits, the 90th 92.2%, and 22 of 77 firms with 10 or more permits closed under 70%. An open permit means no final inspection was recorded on your equipment, so ask who books the final and check Check Status a few weeks after install. Bellevue's mechanical permits carry no job value; national ranges are in HVAC replacement cost, counts by year on Bellevue permit statistics.

Before you hire
Compare firms on the Bellevue HVAC list and run the L&I check from the Bellevue contractor license lookup; the national checklist is hiring an HVAC contractor. Rules in other cities: do I need a permit for HVAC replacement and water heater. Past permits on your address: Bellevue building permit search.
What this does not tell you
Bellevue loads finals with a lag, so the newest permits look less closed than they are. Our L&I status is the latest record at our build; run Verify the week you sign. Emergency replacements never permitted afterwards leave no record. We could not verify Bellevue's current mechanical fee amounts, so they are left out.
How we know this
Permit rules, the emergency rule and same-day issue are quoted from the City of Bellevue's mechanical permits, work-requiring-permits and contractor registration pages read 23 October 2026, and its Getting Started page; bond amounts from L&I. Permit counts are City of Bellevue mechanical permits on single-family homes and condo units classified as HVAC, October 2023 to September 2026; closed share uses permits a year or more old, and days to close is the median from issue to final.
Numbers come from City of Bellevue permits on single-family homes and condo units, data through October 18, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a furnace or heat pump in Bellevue?
Yes, even like for like. Bellevue's mechanical permit page lists 'Replacing like-for-like HVAC equipment, such as a gas water heater, furnace or heat pump' as permit work, and its FAQ says the same for installing, moving or replacing a furnace or heat pump and for extending or replacing duct work.
- My furnace died. Can it be replaced before the permit is issued in Bellevue?
Yes. Bellevue says 'We do not require a permit before getting an emergency repaired', and lists broken hot water heaters and furnaces as common examples. The permit must be obtained by the first City of Bellevue work day after the work started.
- Can a homeowner pull an HVAC permit in Bellevue?
Bellevue says a homeowner can do the work themselves, as long as it is inspected and meets code, and signs the Property Owner Certification Statement in the application. A hired HVAC firm must be registered with Washington L&I, which the City verifies before it issues a permit.
- How long does an HVAC permit take in Bellevue?
Bellevue says mechanical permits that don't need plan review can be issued the same day. Closing is slower: the usual Bellevue HVAC permit in our data was closed 76 days after issue, and only 73.8% of those a year or more old were closed.
- Does a new gas line need a permit in Bellevue?
Yes. Bellevue says 'A permit is required for installing a new gas line or modifying an existing line', with fireplace logs, barbecues, cooktops and gas water heaters as examples.
