Do I need a permit to replace a water heater in Citrus Heights? The $39 permit and what the inspector checks

Yes. Citrus Heights requires a building permit for every water heater replacement, and the City's fee for one is $39 plus the $94 issuance fee. 158 firms filed 938 water heater permits on Citrus Heights homes from October 2023 to September 2026, at a usual value of $3,195; the usual one reached final 40 days after issue.

The Citrus Heights rule

The City's handout CHB0600 Projects Requiring a Building Permit (Rev. 09/26, read 26 October 2026) answers "YES" for a residential water heater, with no like-for-like exception, and also for new gas lines and electric-to-gas conversions (or the reverse). So a switch from a gas tank to an electric or heat pump unit is a listed permit item in its own right. "If you have any questions about whether your project requires a building permit, contact Permit Services at (916) 727-4760, or at Building@CitrusHeights.net."

What the inspector checks

The City's CHB1700 Gas Water Heater Information (Rev. 09/23) lists the California Plumbing Code points:

Item Requirement
Seismic straps Strapped "within the upper one third (1/3) and lower one-third (1/3)", with the lower strap at least 4 inches above the controls
Garage Ignition source raised at least 18 inches unless listed "flammable vapor ignition resistant"; protected from vehicles by a barrier, elevation or location
Attic or closet over wood framing A watertight pan at least 1½ inches deep with a ¾-inch drain to an approved place; the relief line may not end in the pan
Relief valve drain To the exterior, pointing down, ending 6 to 24 inches above the ground, full size, not trapped and not threaded at the end
Expansion tank Required where a check valve, backflow preventer or other normally closed device stops pressure flowing back to the main
Combustion air Enough for the burner; from infiltration only if the space has at least 50 cubic feet per 1,000 BTU/h of all gas appliances in it
Venting Factory vent or type B vent installed to its listing and the maker's instructions
Access (attic or under-floor) An opening of at least 22 by 30 inches and a floored passage at least 24 inches wide

If your current heater has no expansion tank or outside relief drain, ask whether the quote includes adding them.

Who can pull it

A licensed plumber. California's plumbing class is C-36 (CSLB classifications). The small-job exemption covers work "up to $1,000 without obtaining a contractor's license if they do not hire workers and no building permits are needed" (CSLB, AB 2622); a water heater needs a permit, so it needs a license whatever the price. The City's portal page adds that contractors "MUST HAVE A VALID CITRUS HEIGHTS BUSINESS LICENSE BEFORE A BUILDING PERMIT WILL BE ISSUED". In our file 76.6% of water heater firms matched an active CSLB license; the steps are in the Citrus Heights contractor license lookup.

You, as owner-builder. The City's Notice to Property Owner has to be initialled and signed first. It warns that unlicensed installers often ask owners to take out an owner-builder permit, and that the owner becomes "the responsible party of record".

What it costs

From the City's Master Fee Schedule, effective 1 February 2026:

Line Amount
Water heater (plumbing permit) $39
Permit issuance fee $94
Technology fee 4% of building flat and valuation-based fees
Gas piping, 1 to 4 outlets $52
Re-inspection $181
Investigation fee (work started without a permit) Double the permit fee

By our arithmetic a straight swap is $39 + $94 plus the 4% fee, about $135 to $138 depending on whether the 4% applies to the issuance fee too. That is a small share of the usual $3,195 job, and the $181 re-inspection fee is more than the permit itself, so a failed first inspection is the expensive part.

How to apply

  1. Apply in the City's customer portal; the City takes plan submittals electronically.
  2. Install to the CHB1700 points above.
  3. Schedule the final in the same portal and have the straps, relief drain and expansion tank visible.

What this does not tell you

The City's water heater handout covers gas heaters; for an electric or heat pump unit ask Permit Services which items apply. Filed values are what applicants entered. Our license match is by company name.

How we know this

The permit rule is from the City of Citrus Heights' CHB0600 (Rev. 09/26); installation requirements from CHB1700 (Rev. 09/23); fees from the Master Fee Schedule effective 1 February 2026, all read 26 October 2026; owner-builder terms from CHB0603 and the business-license rule from the City's portal page, read 23 October 2026. The fee total is our arithmetic. Our figures are City of Citrus Heights water heater permits on homes, October 2023 to September 2026.

Numbers come from City of Citrus Heights building permits on homes (the city's issued-permits layer), data through October 19, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to replace a water heater in Citrus Heights?

Yes. The City's handout CHB0600 Projects Requiring a Building Permit (Rev. 09/26) lists 'WATER HEATER' as needing a permit for homes and businesses, with no like-for-like exception.

  • How much is a water heater permit in Citrus Heights?

The City's Master Fee Schedule (effective 1 February 2026) charges $39 for a water heater plus the $94 permit issuance fee and a 4% technology fee, so about $135 to $138 by our arithmetic. Work found without a permit is charged an investigation fee of double the permit fee.

  • Can a homeowner pull a water heater permit in Citrus Heights?

Yes, as owner-builder, after initialling and signing the City's Notice to Property Owner, which makes you the responsible party of record. A paid installer needs a CSLB license, normally C-36 Plumbing, because a job that needs a permit falls outside the $1,000 handyperson exemption.

  • What does the inspector check on a gas water heater in Citrus Heights?

The City's handout CHB1700 lists seismic straps in the upper and lower thirds, the relief valve drained outside and pointing down 6 to 24 inches above the ground, an 18-inch raised burner in a garage unless the heater is flammable-vapor resistant, venting and combustion air, and an expansion tank where a check valve or backflow device is installed.

  • How long does a water heater permit take to close in Citrus Heights?

In our file the usual Citrus Heights water heater permit reached final 40 days after issue, but only 66.8% of those a year or more old had finaled. Ask the installer to book the final the week the heater goes in.
