Benton County, WA building permit search: Civic Access, statuses and old records

To look up a permit in unincorporated Benton County, Washington, use the county's Civic Access portal and its Search menu. The county's Civic Access user guide says Search will "Find your plan, permit, inspection, or code case by the permit/record number or address. You do not need to be logged in to Civic Access to search for public information" (read 24 October 2026). In our file, the county issued 1,416 building permits from August 2024 to July 2026, about 708 a year.

Which addresses this covers

The Benton County Building Department permits unincorporated land only: Finley, Plymouth, Paterson, Whitstran and the rural areas around Kennewick, Prosser, Benton City and West Richland. Kennewick, Richland, West Richland, Prosser and Benton City issue their own permits. A Kennewick or Prosser mailing address in the county's file belongs to land outside those cities; for a house inside Kennewick, see the Kennewick permit search guide.

Electrical permits in Washington come from the state Department of Labor & Industries, not the county, so a panel or wiring job will not show in Civic Access.

How to look up the permits on a Benton County address

  1. Check the address is outside the five cities above. If it is inside one, use that city's permit office.
  2. Open Civic Access and click Search in the menu bar. You do not need an account.
  3. Type the street address, or the permit number from your paperwork.
  4. Open each permit in the results. A new heat pump, a shop and a re-roof are separate permits.
  5. Read the status and the inspection list on each one. A job with no passed final inspection is not signed off.

What the statuses mean

The county's status field is free text, so the same status can appear with typos. This is how our pages read it:

Status in the county file What it means How we count it
COMPLETE, COMPLETED, CLOSED, FINAL Work signed off or the permit closed Finished
ISSUED Permit active; work under way or not finaled Open
WITHDRAWN, denied Never went ahead Left out

Of the permits issued August 2024 to July 2025, 66.9% were finished and 33.1% still open at our 21 October 2026 snapshot. The file has no expired status, so an old ISSUED permit may have lapsed; call the Building Department to check before you rely on it.

When the record is not online

For a file Civic Access does not show, make a public records request. The county's Public Records Request page links the Benton County Public Records Portal, a downloadable request form and a list of public records officers by department. It says the county applies chapter 42.56 RCW through chapter 5.14 of the Benton County Code (read 24 October 2026).

What our Benton County pages add

Civic Access answers "what was permitted at this address". Our Benton County page shows what gets built in the unincorporated county, from the same county records, August 2024 to July 2026:

Kind of work Permits (Aug 2024–Jul 2026) Last 12 months (Aug 2025–Jul 2026)
HVAC 319 146
Garages, sheds & shade structures 267 133
New homes 240 121
Roofing 131 78

86% of the 1,416 permits issued August 2024 to July 2026 were for homes. The permit statistics page breaks them down by year and month, and browse permits lists the rows without owner names or street addresses. To check the registration of the firm on a permit, use How to check a contractor's license in Washington.

What this does not tell you

The county fills a completion date on too few permits to time them, so we show which permits finished but not how long they took. Recent permits carry no parcel number, so we cannot place them by ZIP code. The file names a contractor on about three in four recent permits, but we do not rate or rank firms from it. A finished permit means the county closed it, not what the work cost or how well it was done.

How we know this

Portal search details are quoted from Benton County's Civic Access user guide and Civic Access page, and the records process from its Public Records Request page, all read 24 October 2026. Our counts are the county's Building Permits layer, read 21 October 2026: permits issued August 2024 to July 2026, unincorporated Benton County only.

Numbers come from public permit records in 57 cities, data through October 21, 2026. Nobody paid to be on this page and nobody can.

Questions

  • How do I find out if a permit was pulled on my house in Benton County, WA?

If the house is outside city limits, open the county's Civic Access portal and use Search with the address or the permit number. The county's user guide says you do not need to be logged in to search public information. Houses inside Kennewick, Richland, West Richland, Prosser or Benton City are permitted by those cities instead.

  • Does Benton County issue electrical permits?

No. In Washington, electrical permits are issued by the Department of Labor & Industries, so the county's file holds none. HVAC, plumbing and building permits in unincorporated Benton County do come from the county.

  • How do I get an old Benton County building permit file?

Use the county's Public Records Portal at bentoncountywa.nextrequest.com, or the Public Records Request form on the county's Public Records Request page. The county handles requests under chapter 42.56 RCW.

  • Can I search Benton County permits by contractor?

The county's guide describes searching by permit or record number and by address, not by contractor. The county's open permit file names a contractor on about three in four recent permits; most of the rest are owner-builders.

  • How many Benton County permits get finished?

Of the permits issued August 2024 to July 2025, 66.9% were marked complete or closed by our 21 October 2026 snapshot and 33.1% still read open. The file does not mark permits expired, so a lapsed permit still reads open.
