Do I need an HVAC permit in Cambridge, MA? The mechanical permit, heat pump fees and why so many stay open

Yes: in Cambridge, installing or replacing a heat pump, furnace, boiler, central AC or ductless split needs a mechanical permit from Inspectional Services, priced per unit, and gas or wiring on the job needs its own permits. The City issued 1,470 HVAC and sheet metal permits on homes from October 2023 to September 2026, and only 53.4% of those a year or more old were marked Complete.

The Cambridge rule

Question Cambridge answer Source
What needs a mechanical permit? The Mechanical Permit Application is "for furnaces, boilers, roof top units, AC, emergency generators" Electric, Plumbing, & Gas Permits
Ductwork? Sheet metal work is filed on its own permit type Sheet Metal Permits dataset
Work started without one? Fee "shall be tripled" (Section 15.04.010) Mechanical Fees
Final not called within 5 days of completion $50.00 Mechanical Fees
Re-inspection $50.00 Mechanical Fees
Outdoor units "Make sure your HVAC & AC Installation does not violate the City's Noise Ordinance" ISD permit pages

All read 23 October 2026. The City's permit FAQ says plumbing, gas and wiring permits go only to state-licensed plumbers, gas fitters and electricians, and gives homeowners an exception only for building permits (ISD FAQ); it does not say who may pull a mechanical permit, so ask Inspectional Services (617-349-6100) before filing one yourself. On a gas-fired replacement the gas side is a licensed fitter's job regardless.

What a Cambridge HVAC job files

Job Permits that usually apply
Ducted or ductless heat pump Mechanical; electrical for the circuit; sheet metal if ducts are added
Gas furnace or boiler replacement Mechanical; gas (furnace or boiler line, $50.00 on the gas table)
Central AC condenser Mechanical; electrical
Bathroom fan, range hood, ERV Mechanical

What Cambridge mechanical permits are for, counted from the City's Mechanical Permits open data on 23 October 2026 (1,554 permits issued October 2023 to September 2026, all building types; one permit can list several units):

Equipment on the permit Permits listing it Units
Heat pumps 550 2,206
Condensers 469 992
Air-handling unit / duct coils 407 1,382
Ductless split systems 374 1,588
Bathroom exhaust fans 312 1,037
Energy recovery ventilation 201 532
Furnaces 134 197
Boilers 53 94

Heat pumps appear on four times as many mechanical permits as furnaces. The permit type was Renovation on 725, Replacement on 447 and New on 382.

What it costs

From the City's Mechanical Fees page (no effective date printed):

Unit Fee
Heat pump $25.00 each
Ductless split system $40.00 each
Condenser; AC unit up to 25 tons $40.00 each
Furnace; boiler $50.00 each
Air-handling unit duct coils $50.00
Hydro air system $75.00
Mechanical ventilation; energy recovery ventilation $50.00 each
Bathroom exhaust fan (residential) $20.00
Range hood (residential) $25.00

A two-zone ductless system with one outdoor heat pump and two heads might be filed as $25.00 plus two $40.00 splits, $105.00, depending on how the installer counts the units; a gas furnace swap is $50.00 mechanical plus $50.00 gas. Starting first triples both.

What 1,470 Cambridge HVAC permits show

Cambridge HVAC permits often stay open: 53.4% Complete against 71.5% for electrical, and 16 of the 22 busy installers were under 70%. The 10th-percentile installer had 23.8% marked Complete; the 90th, 79.8%. Some of that is paperwork (a final never called), which is exactly what the City's $50.00 charge targets. Filing peaks in October (index 119). National prices are in HVAC replacement cost; counts by year on Cambridge permit statistics.

Before you hire

Look the installer up on the Cambridge HVAC list, and check the licenses a job needs in Cambridge contractor license lookup. The gas side of a furnace or boiler is in Cambridge gas line permit, the wiring in Cambridge electrical permit, past permits on your address in Cambridge building permit search, and other cities' rules in do I need a permit for HVAC replacement.

What this does not tell you

Cambridge publishes a status but no completion date, so our days to Complete are estimates, and an Active permit can mean a final that was never called. Our HVAC trade combines the mechanical and sheet metal permit files; the equipment counts above are from the mechanical file alone and include commercial buildings.

How we know this

Permit scope and the noise note are quoted from Cambridge Inspectional Services' Electric, Plumbing, & Gas Permits page, fees from its Mechanical Fees and Gas Fees pages, and the license rules from its permit FAQ, all read 23 October 2026; the worked examples apply those tables. Equipment and permit-type counts are from the City's Mechanical Permits open data, counted 23 October 2026. Our figures are City of Cambridge mechanical and sheet metal permits on residential parcels, October 2023 to September 2026; Complete share uses permits a year or more old, and days to Complete are estimated.

Numbers come from City of Cambridge Inspectional Services permits (the city's per-type open-data permit files), data through October 16, 2026. Nobody paid to be on this page and nobody can.

Questions

  • Do I need a permit to install a heat pump in Cambridge?

Yes. Cambridge's Mechanical Permit Application is for 'furnaces, boilers, roof top units, AC, emergency generators', and its mechanical fee table lists heat pumps at $25.00, ductless split systems at $40.00 and condensers at $40.00 each. The wiring needs a separate electrical permit.

  • How much is an HVAC permit in Cambridge, MA?

Cambridge prices mechanical permits per unit: $25.00 per heat pump, $40.00 per ductless split or condenser, $50.00 per furnace or boiler, $50.00 per air-handling unit, $50.00 for mechanical ventilation and $20.00 per bathroom exhaust fan. Work started without a permit pays triple.

  • Does replacing a gas furnace need more than one permit in Cambridge?

Usually. A furnace is on both the mechanical fee table ($50.00) and the gas fee table ($50.00), and the gas side can only be filed by a licensed gas fitter or plumber. A new circuit or disconnect adds an electrical permit.

  • How long does an HVAC permit take to close in Cambridge?

Long. Our estimate for the usual Cambridge HVAC or sheet metal permit is 325 days from issue to Complete, and only 53.4% of permits a year or more old were marked Complete.

  • Are there noise rules for heat pump condensers in Cambridge?

Yes. Inspectional Services tells installers to 'Make sure your HVAC & AC Installation does not violate the City's Noise Ordinance' and links an HVAC-AC install sheet from its permit pages. Ask your installer where the outdoor unit will go and its rated sound level.
