The Cape Coral rule
From the City's Shutter or Awning guideline (revised January 2026, on the Permit Document Center, read 23 October 2026), used "when installing shutters or awning on a residential property. With or without electrical":
| Item | What the City requires |
|---|---|
| Application | "Shutter or Awning - Residential" or "Shutter or Awning with Electric - Residential" on the CSS portal |
| Who can apply | CGC, CBC, CRC, window and door installation specialty contractor (SCC), or owner-builder |
| Always required | Floor plan; Window/Door Shutter Worksheet; electrical subcontractor form, if applicable |
| May be required | Notice of Commencement; FEMA packet and/or elevation certificate |
| Review | Building, if applicable; floodplain, if applicable |
| Inspections | Notice of Commencement if applicable; Awning/Shutter; Electric Final, if applicable |
One rule decides how fast it moves: "If the applicant is a licensed contractor, the permit application does not require a building review. If the applicant is an Owner/Builder, the permit application does require a building review." An owner-builder application has one more review step.
The guideline covers installing shutters. It does not say whether replacing a damaged panel like-for-like needs a permit; ask the Permitting Services Division if that is your job.
Who can pull it
A Florida-licensed general, building or residential contractor, or a window and door installation specialty contractor, registered with the City; or you as owner-builder. The City's Owner-Builder Disclosure makes you "the responsible party of record on a permit", and motorized shutters still need an electrical subcontractor named on the City's form. Check any license in the Cape Coral contractor license lookup.
What it costs
From the City's Miscellaneous Permit Fee Schedule, effective 1 January 2026:
| Fee | Amount |
|---|---|
| Awnings / shutters – Residential | $107.00 |
| Awning/Shutter with Electric – Residential | $147.00 + 2.5% state surcharge |
| Floodplain review | $55.00 per review |
| Re-inspection, first / second | $48.00 / $67.00 |
The schedule marks only the "with Electric" line for the surcharge.
How to apply
- Get the Window/Door Shutter Worksheet from the Permit Document Center and mark each opening on a floor plan.
- In EnerGov Citizen Self-Service, choose the shutter application (with or without electric). Owner-builders add the owner-builder affidavit.
- After installation, book the Awning/Shutter inspection, and the Electric Final for motorized units.

What this does not tell you
The City's open permit file starts in January 2025, so the closed share rests on 2025 permits only, and one hurricane season can tilt the monthly pattern. The category mixes shutters and awnings. A closed permit means the shutter inspection passed.
How we know this
Permit requirements, applicants and inspections are quoted from the City of Cape Coral's residential Shutter or Awning guideline (revised January 2026) and Owner-Builder Disclosure, read 23 October 2026; fees from the Miscellaneous Permit Fee Schedule effective 1 January 2026. Counts are City of Cape Coral permits on residential parcels classified as shutters and awnings, January 2025 to September 2026; closed share uses permits a year or more old.
Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.
