Do I need a permit to replace a water heater in Elk Grove? Yes: the minor permit, the inspection checklist, and heat pump conversions

Yes: Elk Grove requires a permit "For new and replacement water heaters", followed by an inspection "After the water heater is installed", and a same-location swap is an online minor permit the City says to allow 24 to 48 hours to process. Plumbers pulled 2,078 water heater permits on Elk Grove homes from October 2023 to September 2026, the usual one filed at $3,150, and it reached final 23 days after issue.

Which permit route

From the City's Minor Residential Building Permits page (read 23 October 2026):

Job Route
"Water heater replacements in the same location" Online minor permit in eTRAKiT
Moving the water heater Building Filedrop (plan review)
Gas tank to electric heat pump Minor permit, plus the City's heat pump water heater checklist
Panel upgrade to carry a heat pump unit, up to 200 A, same location Separate minor permit, "Electrical Service"
Emergency replacement Work first; apply "within the next working business day"

The emergency rule is on the City's Do I need a building permit? page. A dead water heater in January counts, and the file shows it: filings run at index 159 in January against 62 in August.

What the inspector checks

The City's Water Heater Installation handout (read 23 October 2026) lists the items:

Item The City's requirement
Seismic straps "anchored or secured with a code approved restraint system", strapped in the upper and lower thirds, at least 4 inches above the gas control valve
Relief valve "a T and P relief valve and drain", discharging 6 inches to 2 feet above the ground, pointing down; "The discharge line shall not be trapped or have a valve installed"
Expansion tank Required where the water main has a backflow or pressure-reducing device
Venting Sized and installed to code and the manufacturer's instructions
Vent clearances Type B double-wall vent 1 inch from combustibles; single-wall connectors 6 inches, never in a confined space

Missing straps and a relief line that ends in the wrong place are the items a homeowner can check on the old installation before the plumber quotes.

Heat pump water heaters

A gas-to-electric conversion adds electrical work. The City's heat pump water heater checklist (January 2023) asks for a partial floor plan with a single-line drawing "which represents the conductors, switches and breakers", the make and model, the size of the existing panel, "A complete electric load calculation (CEC 220)", and a disconnect "within sight (CEC 424)" of the unit. It warns that a submittal missing any item "will be deemed incomplete".

How to apply

  1. Register in eTRAKiT. Members of the public register directly; licensed contractors apply for an account through the City, which takes up to 48 hours.
  2. Apply for the Water Heaters minor permit, uploading each document as its own PDF, and pay at submission. The page lists no fee amount, and "Additional fees may be due depending on the nature of the project."
  3. Install, then schedule the inspection from the eTRAKiT dashboard, or call Building on (916) 478-2235.

Who should do it

A plumber with CSLB's C-36 Plumbing classification, or a C-20 contractor for the mechanical side; check the number on Check a License. An owner can pull the permit as an owner-builder using the City's form.

What this does not tell you

The filed value is what the installer wrote on the permit, not your invoice. Elk Grove permits carry no license number, so our CSLB match is by business name and phone, and 4.9% of firms did not match. The City's site blocks automated reading, so its pages were read through a page reader; the fee appears on the eTRAKiT invoice.

How we know this

Inspection items are quoted from the City of Elk Grove's Water Heater Installation handout and heat pump water heater checklist, permit routes from its Minor Residential Building Permits page and the emergency rule from its Do I need a building permit? page, read 23 October 2026. Counts are City of Elk Grove TRAKiT water heater permits on homes, October 2023 to September 2026; "finaled" uses permits a year or more old, days run from issue to the City's final date, and license status is our match against CSLB's license file.

Numbers come from City of Elk Grove TRAKiT building permits on single-family, duplex, mobile-home and ADU homes, data through October 16, 2026. Nobody paid to be on this page and nobody can.
