Hartford building permit search: the Accela portal, statuses and old records

To look up a permit in Hartford, Connecticut, use the City's Online Permit & Licensing Portal, an Accela Citizen Access site. Under Building, Search Permits/Plan Checks opens a Search for Records page that searches by "Site Address", "Contractor License Information", "Parcel Number", "Record Information" or "Contact Information". We opened it without an account on 24 October 2026; applying and scheduling inspections need one. In our file the City issued 8,115 building, trade and solar permits from October 2024 to September 2026.

Where to search Hartford permits

The City of Hartford permits work inside the city limits. West Hartford, East Hartford, Wethersfield, Windsor and the other towns around it run their own building departments.

How to look up the permits on a Hartford address

  1. Open the portal, go to Building and pick Search Permits/Plan Checks.
  2. In the drop-down choose Search by Address and enter the street number and street name. Narrow by start and end date if the list is long.
  3. Open each record. Electrical, plumbing and mechanical work are separate permits from the building permit, so one job can show several.
  4. Read the status (table below) and the inspections on the record.
  5. To see every permit a contractor holds, switch to Search by Licensed Professional Information and enter the state license number.

What the statuses mean

Status in the City file How we count it
Closed, Closed - Complete, Final Inspection Complete Finished
Issued Open
Closed - Incomplete, Permit Expired Expired
Withdrawn, Denied, Void, Closed - Withdrawn, Closed - Duplicate Left out

Of the permits issued October 2024 to September 2025, 52% were finished, 48% were still open and under 1% had expired by our 19 October 2026 snapshot. The City records a closing date on only about one permit in sixteen, so we show no time to final for Hartford.

When the record is not online

The open data file starts in January 2020, and the older 2011-onward file the City used to publish is no longer online. For pre-2020 permits, search the Accela portal first. The City's site did not open for us on 24 October 2026, so we could not confirm its records-request page; requests for public records fall under Connecticut's Freedom of Information Act.

For historic permits, the Hartford History Center at the Hartford Public Library holds the Town and City Clerk Archives, transferred there in 2010. The building permits series is "arranged alphabetically by street, and then by year", mostly from 1845 to 1899. It is kept in a restricted area and "may not be available on a same-day basis": contact the center at 500 Main St, 860-695-6297 or hhc@hplct.org first (read 24 October 2026).

What our Hartford pages add

Our Hartford page counts the permits the City issued, October 2024 to September 2026:

Kind of work Permits (Oct 2024–Sep 2026) Oct 2025–Sep 2026 Oct 2024–Sep 2025
Electrical 2,281 1,063 1,218
Plumbing 1,587 732 855
HVAC 974 493 481
Roofing 900 429 471
Solar 642 272 370
Remodels and repairs 629 302 327

66% of the 8,115 permits were on homes, and ZIP code 06106 had the most, 2,542, in the same window. Solar permits fell 26% from the first year to the second. The permit statistics page has year and month counts, permits by ZIP code splits them by area, and browse permits lists the rows.

What this does not tell you

The City's open file names no contractor, so we have no firm lists; use the portal's licensed-professional search instead. The value is the total construction cost declared on the permit, not the final cost, and temporary tent permits are left out.

How we know this

Search options are from the City of Hartford's Accela Citizen Access home and Building Search for Records pages, and the historic permit series from the Hartford History Center's archive listing, all read 24 October 2026. Our counts are the City of Hartford Open Data file Building Permits 20200101 to Current, read 19 October 2026: permits issued October 2024 to September 2026.

Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.

Questions

  • How do I find out if a permit was pulled on my house in Hartford?

Open the City of Hartford's Online Permit & Licensing Portal (Accela Citizen Access), go to Building and Search Permits/Plan Checks, choose Search by Address and enter the street number and name. We opened the search without logging in.

  • Can I look up Hartford permits by contractor?

Yes, in the portal. The Building search has a Search by Licensed Professional Information option and a state license number field. The City's open data file has no contractor column, so our Hartford pages have no firm lists.

  • How many building permits does Hartford issue?

8,115 permits from October 2024 to September 2026 in our file, about 4,058 a year. Electrical permits were the most common (2,281), then plumbing (1,587) and HVAC (974).

  • Why does my Hartford permit still say Issued?

Many do. Of the permits issued October 2024 to September 2025, 52% were marked Closed or Final Inspection Complete by October 2026 and 48% were still open. Ask the contractor whether the final inspection was requested.

  • Where can I find very old Hartford building permits?

The Hartford History Center at the Hartford Public Library holds the Town and City Clerk Archives, including a building permits series arranged by street and then year, mostly from 1845 to 1899. It is in a restricted area, so contact the center (860-695-6297, hhc@hplct.org) before you visit.
