What needs a mechanical permit
From PLI's Mechanical Permit page (updated 6 August 2026, read 23 October 2026) and Work Not Requiring a Permit:
| Job on a one- or two-family home | Permit in Pittsburgh |
|---|---|
| Portable heater, fan, cooling unit or evaporative cooler | No |
| "Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe" | No |
| Replacing a furnace, boiler, AC or heat pump | Residential mechanical permit (often EZ-eligible, below) |
| "Installation or modification of a heating and/or ventilation system" | Residential mechanical permit, addition/alteration scope |
| "Modification of ductwork associated with an existing system" | Residential mechanical permit, minor alteration scope |
| "Installation of any type of exterior mechanical equipment" | Mechanical permit; some exterior scopes also get Zoning or Fire review |
Work in a floodplain needs a separate Floodplain Permit. Plumbing is not a City permit at all in Pittsburgh: the Allegheny County Health Department permits it.
The EZ permit route
PLI's EZ Permits pilot covers two residential mechanical scopes:
| EZ scope | What it covers |
|---|---|
| Heating/Ventilation | "Replace or install listed heating, cooling, or ventilation equipment serving one home or tenant space" |
| Exterior Mechanical Equipment | "Replace an outdoor residential air-conditioning unit or heat pump in its existing approved location", with setback and screening conditions |
Eligible applications are issued about one business day after the application and license information are verified, and "There is no additional fee for EZ Permits." Not eligible: a property in a floodplain, in a historic district or designated historic, or condemned.
Who can pull it
PLI's Licensing Rules and Regulations (amended through 12 March 2026) say "An HVAC/Mechanical Trade License is required in order to install, erect, enlarge, repair, alter, remove" mechanical systems (section VI.5.A), with portable appliances exempt. The licence is issued to a person "based on satisfactory education and experience". The EZ page is broader: "Any property owner or their authorized agent can apply," and residential work may be done by the homeowner on a primary residence, a licensed City of Pittsburgh contractor or a registered Pennsylvania home improvement contractor. If you plan to do HVAC work yourself, confirm with PLI on 412-255-2175 which rule applies to your scope. Checks: Pittsburgh contractor license lookup.
What it costs
From PLI's 2026 fee schedule, effective 1 January 2026, "All construction permit types" (read 23 October 2026):
| Fee | 2026 amount |
|---|---|
| Base permit fee, residential | $6.00 per $1,000 of construction value; minimum $130, maximum $8,000 |
| Due at application | 40% of the base fee, non-refundable; the rest at issuance |
| Technology fee | $2 on a base fee up to $200; $5 from $201 to $1,000 |
| State Education & Training Fund | $4.50 per permit |
| Digital Record Retention | $5.00 per permit |
| Job value | Base fee | Total with per-permit fees (our arithmetic) |
|---|---|---|
| $7,829 (the usual Pittsburgh HVAC job) | $130 (minimum) | $141.50 |
| $15,000 | $130 (minimum) | $141.50 |
| $30,000 | $180 | $191.50 |
Almost every residential HVAC job falls under the $21,667 line where the $130 minimum stops applying; the middle half of firms' usual jobs ran $5,700 to $12,450.
How to apply and get inspected
- Apply in OneStopPGH, choosing the EZ scope if the job fits.
- Inspections: PLI's mechanical page does not list the residential inspection steps; it points to the Contacts page for "the Construction Inspector's contact information." Ask the installer which inspections the permit carries.
- Track it by address in OneStopPGH Insights (how); the status to look for is Completed.
What 1,718 Pittsburgh HVAC permits show
| Measure | Pittsburgh HVAC |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,718 |
| Firms and licensed individuals | 153 |
| Filers with a permit in the 12 months to September 2026 | 99 |
| Usual filed value | $7,829 |
| Middle half of firms' usual value (3+ permits) | $5,700 to $12,450 |
| Completed (a year or more old) | 81.6% |
| Usual days to completion (estimated) | 162 |
| 10th / 90th-percentile filer (10+ permits) | 72.2% / 94.4% |
| Filers under 70% completed | 5 of 49 |
| Busiest / quietest month | October (index 137) / August (79) |
Pittsburgh is a heating town: filing peaks in October and is lowest in August, the reverse of Denton, where HVAC filing peaks in July, so the quiet time to book a furnace is late summer. The market is spread out: 50 filers have 10 or more permits and the busiest holds 8.9%. 5 of 49 busy filers completed under 70%. Prices by home value: Pittsburgh HVAC cost; national ranges: HVAC replacement cost; counts by year: Pittsburgh permit statistics.

Before you hire
Ask whose HVAC trade license the permit will be under, then compare filers on the Pittsburgh HVAC list. Rules elsewhere: do I need a permit for HVAC replacement.
What this does not tell you
The City's file has no completion date, so days to completion are estimated from status and age. Our license status is a name match to the City's trade license file, and 83.0% of HVAC filers did not match, often because the license is held by a person and the permit filed under a company; treat our license column as weak for this trade. Many busy filers permit under their own names, so we do not list them here.
How we know this
Permit scope is quoted from PLI's Mechanical Permit page (updated 6 August 2026) and Work Not Requiring a Permit page; EZ terms from its EZ Permits page; the license rule from its Licensing Rules and Regulations; fees from its 2026 fee schedule, all read 23 October 2026. Fee examples are our arithmetic. Our counts are City of Pittsburgh mechanical permits on homes, October 2023 to September 2026, from the Western Pennsylvania Regional Data Center; days to completion are estimated.
Numbers come from City of Pittsburgh permits (Western Pennsylvania Regional Data Center), data through October 12, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace a furnace in Pittsburgh?
Yes. PLI requires a mechanical permit to renovate, repair, extend, modify or install a mechanical or fuel gas system, and only portable equipment and minor part replacements are exempt. A like-for-like furnace or outdoor AC swap can qualify for an EZ permit, issued in about one business day.
- How much is an HVAC permit in Pittsburgh?
PLI's 2026 fee schedule charges $6.00 per $1,000 of construction value for residential permits, with a $130 minimum and an $8,000 maximum, plus a technology fee, a $4.50 state training fund fee and a $5 record retention fee. A job up to about $21,600 pays $141.50 by our arithmetic.
- Who can pull an HVAC permit in Pittsburgh?
PLI's licensing rules say an HVAC/Mechanical Trade License is required to install, repair, alter or remove mechanical systems. On EZ permits, PLI says any property owner or their agent can apply, and residential work can be done by the homeowner on a primary residence, a City-licensed contractor or a registered Pennsylvania home improvement contractor.
- How long does an HVAC permit take in Pittsburgh?
An eligible EZ permit is issued about one business day after PLI verifies the application and license. Closing it takes longer: by our estimate the usual Pittsburgh HVAC permit was completed 162 days after issue.
- When is HVAC season for permits in Pittsburgh?
Autumn. Pittsburgh HVAC filing peaks in October at 137 on our index (100 is an average month) and is lowest in August at 79: furnace season, not air-conditioning season.
