Do I need an HVAC permit in Tyler, TX? Yes: the $50 mechanical permit, the TDLR license, and the record

Yes: in Tyler, replacing or installing an air conditioner, furnace or ductwork needs a mechanical permit, from a $50 minimum fee, filed by a TDLR-licensed air conditioning contractor. HVAC contractors filed 1,778 HVAC permits on Tyler homes from October 2023 to September 2026 at a usual filed value of $8,992; only 51.1% of those a year or more old were finaled.

The rule and the fee

Tyler's Schedule of Fees (read 23 October 2026) lists the mechanical permits:

Mechanical item Fee
New heating, ventilation, duct work, air-conditioning, refrigeration systems "$50.00 Minimum Fee (Residential & Commercial may vary)"
Repairs, alterations, and additions "$50.00 Minimum Fee (Residential and Commercial may vary)"
Re-inspection $50.00

So a change-out is a permit job like a new system, and a failed inspection costs another $50. Against a usual $8,992 job, the $50 minimum is about half a percent. New gas piping for a furnace is priced in the schedule's plumbing section instead ($20.00 for the first 10 gas openings).

Who files it

Texas licenses air conditioning and refrigeration contractors through TDLR. Search the firm and the license holder on TDLR's License Search; TDLR's A/C contractor FAQ explains who needs one. Tyler's FAQ asks contractors to register with the Master Registration Form, "A copy of your license(s)" and a certificate of insurance, and on a remodel each trade has "your own permit", linked to the general contractor's.

We found no City page on homeowner mechanical permits. Building Services ((903) 531-1151) answers that.

How to apply and close it

  1. Apply in eTRAKiT; contractors get a profile from staff (eTRAKiT and ProjectDox).
  2. Request the inspection in eTRAKiT: select the permit, Request Inspection, pick type and date. Requests in before 7 a.m. that meet all requirements usually happen the same day; "Each trade must schedule its own inspections" (FAQ).
  3. Read a failed result under Inspections, More Info, Notes, and budget the $50 re-inspection.
  4. Confirm FINALED in eTRAKiT before the last payment.

What 1,778 Tyler HVAC permits show

Measure Tyler HVAC
Permits on homes, October 2023 to September 2026 1,778
Firms 144
Firms with a permit in the last 12 months 80
Firms matched to an active TDLR license 69.4%
Usual filed value $8,992
Middle half of firms' usual job (59 firms with 3+ permits) $8,000 to $15,500
Permits carrying a value 66.7%
Finaled (permits a year or more old) 51.1%
Estimated usual days to final 142
10th / 90th-percentile firm (10+ permits) 24.0% / 74.1%
Busy firms under 70% finaled 24 of 29
Five busiest firms' share 42.9%
Busiest / quietest month July (index 122) / February (67)

Three things to take from this. Prices cluster: half of Tyler HVAC firms' usual jobs fall between $8,000 and $15,500, so a system quote far outside that deserves a question about tonnage, ducts and efficiency rating. Finals are skipped: 24 of 29 busy firms finaled under 70%, and the 10th-percentile firm 24.0%. Summer is the crunch: July runs at 122 against 67 in February, so a replacement planned in late winter gets a contractor's attention.

What this does not tell you

Tyler records no completion date, so days to final are an estimate. Filed values are what the contractor typed on the application, and 66.7% of permits carry one. License status is our name match to TDLR's active-license file. City pages were read through a page reader because the main site blocks automated reading.

How we know this

Fees are quoted from the City of Tyler's Schedule of Fees, and registration and inspection steps from its Development & Planning FAQs and eTRAKiT and ProjectDox pages, read 23 October 2026. Counts are City of Tyler TRAKiT mechanical permits on homes, October 2023 to September 2026; "finaled" uses permits a year or more old; values are as filed. License status is our name match to TDLR.

Numbers come from City of Tyler TRAKiT building, mechanical, electrical and plumbing permits on homes, from three city GIS exports of the permit table, data through October 9, 2026. Nobody paid to be on this page and nobody can.
