Getting the permit vs finishing the work: two different clocks

“How long does a permit take?” can mean two waits. This page measures the second one.

Getting the permit (not measured): application → issue, the wait for the city to approve the plans. Ask the city for its current review times.

Finishing the work (measured here): issue → final. From the day the city issued the permit to the day it recorded the final inspection. We count only permits issued Oct 2024–Sep 2025, at least 12 months before the file ends, so slow jobs have had time to finish; a permit still open is not in the days.

How Lynchburg compares with other cities

From our cross-city data studies: the same measure, read the same way, for every city we cover.

How these numbers are made

Source: City of Lynchburg GIS open data, Building Permits - Tabluar (ODPDynamic MapServer layer 37, from the city's TRAKiT permit system), read 20 Oct 2026. We count permits issued October 2024 through September 2026; denied and withdrawn permits are left out.

Building and trade permits the City of Lynchburg Department of Community Development issued inside the city. Lynchburg is an independent city; homes with a Lynchburg mailing address in Bedford, Campbell or Amherst County get their permits from those counties and are not in this file.

  • The city's file names no contractor, so there are no contractor lists, rankings or firm pages for Lynchburg.
  • The file has no homes-versus-other flag on building permits, so a permit counts as a home when its parcel is a residential property class (or when it is a residential EZ permit).
  • Kinds of work within building permits (roofing, decks and garages, pools, fences) are picked out by the short job name.
  • Job value is the value declared on the permit; many trade permits carry none. A final date is the city's end date on a finaled permit.
  • The file has no ZIP code, so there are no ZIP code pages.

Counts are permits, not jobs: one job can need several permits. Nobody paid to be on this page and nobody can. Sources and definitions →
