The Cape Coral rule
The City's A/C Change Out guideline (revised January 2026, from the Permit Document Center, read 23 October 2026) covers "replacing A/C units and/or performing duct work on a residential property":
| Item | What the City requires |
|---|---|
| Application | "A/C Change Out – Residential" on the CSS portal |
| Who can apply | HVAC contractor (CAC), mechanical contractor (CMC), or owner/builder |
| Always required | HVAC Data Sheet |
| May be required | Notice of Commencement; FEMA packet or elevation certificate; duct layout |
| Review | Floodplain, if applicable |
| Inspections | Notice of Commencement if applicable; HVAC Rough if applicable; HVAC Final |
| Extra permit | A new mini-split needs a separate electrical (miscellaneous) permit |
There is no plan review on this permit type, so the City says a private provider for plans review "is not permitted" for it. If your lot is in a flood zone, expect the floodplain review and the FEMA packet or elevation certificate; ask the contractor before signing whether your parcel triggers them.
Who can pull it
A Florida-licensed air-conditioning contractor (CAC) or mechanical contractor (CMC), registered with the City; check the license on DBPR (Cape Coral contractor license lookup). You can also apply as owner-builder. The City's Owner-Builder Disclosure spells out what that means: you are "the responsible party of record on a permit", you "must provide direct, onsite supervision", and you "may not hire an unlicensed person to act as my contractor". A contractor who asks you to pull an owner-builder permit for work they are doing is the pattern that disclosure warns about.
How to apply
- Log in to EnerGov Citizen Self-Service and choose "A/C Change Out – Residential".
- Upload the HVAC Data Sheet (on the Permit Document Center) and any conditional documents. Owner-builders add the notarized owner-builder affidavit.
- Pay, then book the HVAC Final (and the rough, if ducts are being run) in the same portal.
What it costs
From the City's Miscellaneous Permit Fee Schedule, effective 1 January 2026 (linked from Permitting Fees):
| Fee | Amount |
|---|---|
| Air Conditioning Change Out | $100.00 + 2.5% state surcharge |
| Electrical Misc, no plan review (mini-split) | $80.00 + 2.5% |
| Mechanical Misc (other than new construction) | $199.00 + 2.5% |
| Floodplain review | $55.00 per review |
| Re-inspection, first / second | $48.00 / $67.00 |
The schedule says these are "Building Permit Fees Only. Additional fees may apply." It also gives a 15% discount on building permit fees when a private provider is used, though not for plans review on this permit type.
What 5,015 Cape Coral HVAC permits show
| Measure | Cape Coral HVAC |
|---|---|
| Permits on homes, January 2025 to September 2026 | 5,015 |
| Firms that pulled them | 455 |
| Firms with a permit in the last 12 months of the window | 380 |
| Usual filed value (middle half of firms) | $8,570 ($6,750 to $9,170) |

| Firms matched to an active DBPR license | 97.8% |
| Busiest month / quietest month | June (index 132) / November (68) |
A Cape Coral change-out is quick and tightly priced: the middle half of firms' usual jobs fall between $6,750 and $9,170, and the usual permit closes in 41 days. June runs at 132 against an average month of 100 and November at 68, so a planned replacement is easier to book in the off-season. The firms differ on follow-through: among the 102 with 10 or more permits, the 10th-percentile firm closed 79.2%. Prices by home value are on Cape Coral HVAC cost; counts by month on Cape Coral permit statistics.

Before you hire
Look the firm up on the Cape Coral HVAC list and confirm a Current, Active DBPR license. National prices are in HVAC replacement cost, other cities' rules in do I need a permit for HVAC replacement, and old permits on your address in Cape Coral building permit search.
What this does not tell you
The City's open permit file starts in January 2025, so our closed share rests on permits issued in 2025 only. The filed value is the contractor's figure. A closed permit means the HVAC final passed, not that the system was sized for the house.
How we know this
Permit requirements, applicants and inspections are quoted from the City of Cape Coral A/C Change Out residential guideline (revised January 2026) and Owner-Builder Disclosure, read 23 October 2026; fees from the City's Miscellaneous Permit Fee Schedule effective 1 January 2026. Permit counts are City of Cape Coral building permits on residential parcels classified as HVAC, January 2025 to September 2026; closed share uses permits a year or more old, and days to close is the median from issue to close date.
Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace my A/C in Cape Coral?
Yes. The City has a dedicated A/C Change Out permit for replacing A/C units or doing duct work on a home, applied for in the EnerGov Citizen Self-Service portal. Every application needs an HVAC data sheet.
- How much is an A/C permit in Cape Coral?
The City's 2026 miscellaneous fee schedule lists Air Conditioning Change Out at $100.00, and it is one of the permit types that carries the state's 2.5% surcharge, so about $102.50. A floodplain review, where needed, is $55 per review, and a first re-inspection is $48.
- Can a homeowner pull an A/C permit in Cape Coral?
Yes, as an owner-builder with a notarized owner-builder affidavit; otherwise it must be an HVAC (CAC) or mechanical (CMC) contractor. As owner-builder you become the responsible party of record, and anyone you hire to do licensed work must hold the license.
- Does a mini-split need a separate permit in Cape Coral?
Yes. The City's A/C change-out guideline says a new mini-split system requires an additional, separate electrical (miscellaneous) permit, which the fee schedule lists at $80 with no plan review.
- How long does an A/C permit take to close in Cape Coral?
The usual Cape Coral HVAC permit in our file closed 41 days after it was issued, and 93.2% of permits a year or more old were closed.
