Do I need a solar permit in Cape Coral? Yes: the residential electrical (photovoltaic) permit, who can pull it, and the roofing catch

Yes: rooftop solar on a Cape Coral home needs an Electrical - Residential permit with "Photovoltaic" as the type of work, reviewed by Building and Electrical, and it cannot be issued while a roofing permit is open on the same house. The Cape Coral rule

From the City's residential Electrical (Photovoltaic Solar) guideline (revised September 2026, read 26 October 2026):

Item What the City requires
Application "Electrical - Residential (1 and 2 family residences)" in the CSS portal, type of work "Photovoltaic"
Who can apply Electrical Contractor (EC), Solar Contractor (CVC), or Owner/Builder
Always required PV Solar Electrical Pages
Sometimes required Notice of Commencement; FEMA packet and/or Elevation Certificate; Electrical Subcontractor Form
Owner-builder Owner/Builder Affidavit
Review Building, Electrical, and Floodplain if applicable
The catch "This permit cannot be issued if there is an open roofing permit on the same structure."

If you are re-roofing too, finish and final the re-roof first. Taking panels off for a re-roof and putting them back is a separate, lighter permit, the PV Solar Re-Install guideline, which accepts previously approved documents and has only a floodplain review.

Inspections

Inspection Notes
Notice of Commencement If applicable
Solar PV Install
Hook-up / service change If applicable
Photovoltaic Structural Affidavit Uploaded before scheduling
Solar Photovoltaic Final Closes the permit

Owners using a private provider add the provider's notice, inspection list and plan compliance documents; the City's fee schedule gives a 15% discount on building permit fees when a private provider does plan review and/or inspections.

What it costs

The City's Miscellaneous Permit Fee Schedule (effective 1 January 2026) has no separate photovoltaic line. The lines that bear on a solar job:

Fee line Amount
Electrical Misc, with plan review* $220
Electrical Misc, no plan review* $80
Floodplain review $55 per review
Solar Heater (solar thermal)* $87
Generator permit (if a backup generator is added)* $387
State surcharge on lines marked * 2.5%
Private provider discount 15% off building permit fees

Ask Permitting Services which line the City applies to your PV permit before you rely on a number; the Permit Document Center holds the guidelines and forms.

Your HOA

Florida Statutes § 163.04 says a deed restriction or covenant "may not prohibit or have the effect of prohibiting" solar collectors; an association may pick the spot on the roof if it faces within 45 degrees of due south and "does not impair the effective operation of the solar collectors."

Cape Coral solar permits close reliably: 97.9% of those a year or more old had closed, and even the 10th-percentile installer with ten or more permits closed 94.5%. So the finished share separates installers less here than in most trades; the differences are in volume and price. The busiest installer in the last 12 months was Pjwd Energy LLC with 108 permits, and the five busiest hold 47.4%. Prices by system size are on the Cape Coral solar cost page.

What this does not tell you

The City's open permit file starts in January 2025, so our window is short and seasonality across it is not a stable pattern. Our solar group includes battery systems filed with solar. Filed values are the applicant's estimate. Utility interconnection is a separate process with your electric utility.

How we know this

Applicants, documents, reviews, inspections and the open-roof rule are quoted from the City of Cape Coral's residential Electrical (Photovoltaic Solar) and PV Solar Re-Install guidelines, revised September 2026; fees from the Miscellaneous Permit Fee Schedule effective 1 January 2026; HOA limits from Florida Statutes § 163.04; all read 26 October 2026. Counts are City of Cape Coral permits on residential parcels classified as solar and battery, January 2025 to September 2026; closed share uses permits a year or more old.

Numbers come from City of Cape Coral building permits (the city's open permit table starts January 2025), data through October 19, 2026. Nobody paid to be on this page and nobody can.
