Do I need a permit to replace a water heater in Denton, TX? The $50 permit and what the inspector checks

Yes. Denton says "Water Heater repair or replacement requires a permit," and the fee is the City's $50 MEP flat fee; plumbers filed 1,391 water heater permits on Denton homes from October 2023 to September 2026, at a usual filed value of $2,300, and 93.5% of those a year or more old were finaled.

What needs a permit

The City's Water Heater page (read 23 October 2026) covers both repair and replacement and lists no exemptions. The application asks for one of five scopes:

Scope on the application Typical job
New Installation A heater where there was none, or a second unit
Replacement in Same Location with like equipment A 50-gallon gas tank for a 50-gallon gas tank
Replacement in Same Location with different equipment Tank to tankless, gas to electric or heat pump
Relocation Moving the heater from the attic to the garage
Repair Repair work on the existing heater

A change of fuel or a move usually brings gas, electrical or venting work with it; ask the plumber whether that goes on the same permit or a separate one. A water heater that is part of a remodel is not singled out on this page.

Who can pull it

A plumbing contractor registered with the City. Denton's Contractor Registration page lists a free plumbing registration requiring a government-issued photo ID, a "Current Texas Master Plumbing License" and a list of authorized personnel; "Liability Insurance is verified through the State Website." Check the master plumber on the TSBPE public search. Only 20.4% of Denton water heater firms in our file matched an active TSBPE record by name, and 77.9% did not match, often because the license sits under the master plumber's own name rather than the trading name; search both. The City's pages we read do not describe a homeowner permit; call Building Safety on (940) 349-8600 first.

How to apply and get inspected

  1. Apply in eTRAKiT, or on the paper MEP Application at the Development Services Center, 401 N Elm Street. If the description field is too short, use Notes.
  2. Plumbing final. The City's Inspections List says the water heater inspection covers "T&P pipe material and point of discharge, sediment trap, pan, flood stop (if applicable)".
  3. Scheduling rules. Requests made by 5:59 a.m. are done that business day. Cancel by calling (940) 349-8600 before 9 a.m., or a re-inspection fee applies. A permit expires 180 days after issue unless an inspection renews it (FAQs).

Those four items are worth a look yourself before the inspector comes.

What it costs

From the City's Permit and Fee Schedule, effective 1 October 2026 (Ordinance 26-1576), read 23 October 2026:

Fee Amount
MEP Flat Fee ("i.e. Service Update, Water Heater, Mechanical"), Table 3 $50
Re-Inspection Fee, Table 6 $75
Plumbing Contractor Annual Registration, Table 6 No fee
Working without a Permit, Table 6 $453

$50 is about 2% of the usual $2,300 job.

Denton water heater permits close reliably: even the 10th-percentile busy firm finaled 85.8%, and the count of busy firms under 70% finaled is 0 of 22. The firm range is narrow ($1,950 to $3,000), so a like-for-like tank quote far above it deserves a question about what else is included. What this does not tell you

Denton's yearly permit files have no completion date, so we show finaled share but not days to final. Filed values are what the applicant entered and may or may not include the heater itself. Unpermitted swaps leave no record.

How we know this

The permit rule and scopes are quoted from the City of Denton's Water Heater page; fees from its Permit and Fee Schedule effective 1 October 2026; the inspection checklist from its Inspections List; registration from its Contractor Registration page; expiry from its Development Services FAQs, all read 23 October 2026. Our counts are City of Denton water heater permits on homes, October 2023 to September 2026.

Numbers come from City of Denton Building Safety permits on homes (the city's yearly permit reports), data through October 18, 2026. Nobody paid to be on this page and nobody can.
