Do I need an HVAC permit in Raleigh? Replacements, new units and the mechanical permit fee

Yes. The City of Raleigh requires a mechanical permit to replace an air conditioner, heat pump or furnace, and HVAC contractors filed 10,761 HVAC permits on Raleigh homes from October 2023 to September 2026; the usual one reached final 121 days after issue. A straight replacement needs no plans; a brand-new unit needs a plot plan, and the FY27 minimum trade fee is $124.

The City's rule

From the City's How to Get a Residential Permit page, read 23 October 2026:

HVAC job Permit What to submit
"HVAC replacement" Yes Application, no plans
"Installation of NEW units" Yes Plot plan or survey ("Installation of new equipment requires a plot plan")
"changing electric to gas" or "gas to electric" Yes Fuel piping permit, no plans
"running gas lines to gas equipment" Yes Fuel piping permit, no plans
HVAC inside a remodel Yes On the alteration permit, which can "include any additional Plumbing, Mechanical and/or Electrical work"

Switching a gas furnace to an electric heat pump is a "gas to electric" change as well as a replacement, so tell the City both. Permit Helpline: 919-996-2500.

Who can pull it

A licensed heating contractor. The State Board of Examiners of Plumbing, Heating & Fire Sprinkler Contractors licenses anyone who contracts to "install, alter or restore plumbing, heating (includes air conditioning) or fire sprinkler systems"; "Minor repairs and service work to plumbing and heating systems do not require a state license" (Consumer Awareness). The City issues permits, not licenses; check the firm on the board's search, and the full steps are in the Raleigh license lookup.

You, as owner. The City requires its Owner Exemption Affidavit, which has a Mechanical box. You initial that you will "personally superintend and manage all aspects" of the work, be "personally present for all inspections", and "occupy the building ... for twelve months after completion, during which time it may not be offered for rent, lease or sale." It is notarized and copied to the NC Licensing Board for General Contractors.

What it costs

From Raleigh's FY27 Development Fee Guide (1 July 2026 to 30 June 2027), read 23 October 2026:

Fee FY27 amount
Minimum trade permit fee, per trade $124.00
Technology fee 4% of all other fees
Commercial heat pump / AC, per 1 to 3 co-located units (for comparison) $248.00
Re-review, residential, per trade per review $139.00
After-hours inspection, residential $90.00 per hour
Mechanical share of a new home's fees 28% of the building permit fee

The guide's HVAC lines are commercial; for everything else, "Any fee not specifically listed as an individual fee will be charged at the minimum permit fee." So a residential replacement on its own should come to $124 plus 4%, or $128.96 (our arithmetic). If the job also changes fuel, ask the Permit Helpline whether the fuel piping is billed as a second trade. The City's fee calculator gives the exact figure.

How to apply and track it

  1. The contractor (or you, with the affidavit) applies on the Permit and Development Portal, entering all contractor information.
  2. Fees are due "when permits are ready for issuance", by card or eCheck in the portal.
  3. Inspections are scheduled in the portal. Look for Permit Finaled on your address; the address search needs no account (how).

What 10,761 Raleigh HVAC permits show

Measure Raleigh HVAC
Permits, October 2023 to September 2026 10,761
Firms 638
Firms with a permit in the 12 months to September 2026 404
Usual days from issue to final 121
Firms with a single permit 37.0%
Share held by the five busiest firms 26.0%
Firms with 5+ permits and none in the 12 months to September 2026 24
Busiest / quietest month (index, 100 = average) July (116) / December (77)

The usual 121-day wait to final is longer than electrical (91 days) and shorter than plumbing (133); a permit still open long after that is worth a call to the contractor. 37.0% of firms filed a single Raleigh HVAC permit in three years; the busiest in the 12 months to September 2026 was Weather Master Heating & Air Conditioning Inc., with 216. Filing peaks in July and is lowest in December. Raleigh HVAC permits carry no job value; prices are in HVAC replacement cost.

Check it in five minutes

  1. Search the firm on the plumbing and heating board and check it holds a heating class.
  2. Ask whether the job is a replacement or a new unit, and whether it changes fuel: that decides plans and fees.
  3. Compare firms on the Raleigh HVAC list.

What this does not tell you

We show no finished share or license status for Raleigh firms. HVAC work filed on a remodel or new-home permit is counted under that trade. Fees are the City's FY27 guide and may differ from the calculator's total. More: Raleigh permit statistics.

How we know this

Permit rules are quoted from the City of Raleigh's How to Get a Residential Permit page, owner rules from its Owner Exemption Affidavit, and fees from its FY27 Development Fee Guide, read 23 October 2026; the licensing rule is from the NC plumbing and heating board's Consumer Awareness page, read 22 October 2026. Our counts are City of Raleigh HVAC permits on homes, October 2023 to September 2026; days to final run from the City's issue date to its final date.

Numbers come from City of Raleigh building permits, data through October 12, 2026. Nobody paid to be on this page and nobody can.
