The Scottsdale rule
From the City's Home Improvement page (read 23 October 2026):
| Job | Permit | The City's wording |
|---|---|---|
| AC or air handler swap, same place, same type | Minimum Mechanical Permit, no plan review | "Replacing air conditioner/air handler in same location, like for like only" |
| New system, a move, or a change of type | Mechanical permit, starts with plan review | "adding or relocating mechanical, electrical, or plumbing systems require a permit" |
| Furnace, refrigeration or other AC equipment | Mechanical permit | "install, alter, reconstruct or repair any furnace, refrigeration or other air conditioning equipment or system" |
| Window or portable unit | No permit | "except portable or window units" |
| Gas line to the new unit | Minimum Plumbing Permit | Gas piping is listed under plumbing |
"Like for like" is the line to watch. Swapping a heat pump for a heat pump in the same pad position stays a Minimum Permit; moving the condenser to another side yard, adding a mini-split or adding ductwork to a new room is a relocation or addition and goes to plan review. If the swap needs a new disconnect or circuit, that is electrical work too, and the $379 Minimum Combination permit covers all disciplines. HOA rules on where a condenser may sit apply on top; the City does not enforce them.
Who can pull it
A contractor licensed by the Arizona Registrar of Contractors in a residential (or dual) class that covers air conditioning; the ROC tells homeowners to "Make certain the contractor's license class allows for the work listed in the contract" (Before You Hire). An owner doing the work on a home they occupy, not for sale or rent, is exempt from licensing (A.R.S. 32-1121). Refrigerant handling is federally certified work, so few owners swap their own condenser.
How to apply
- Open Scottsdale SPUR from the City's planning and permitting portal page and create an account.
- Click Apply and search for the mechanical permit type. A Minimum Permit needs only the application; anything else begins with plan review.
- Pay in SPUR; the permit issues once fees are paid.
- Book the inspection in SPUR. "Following permit issuance, the first inspection must be completed within 180 days or the permit will expire."
What it costs
From the City's Permit Fee Schedule: Miscellaneous, effective July 1, 2026 (on the fees page):
| Fee | Amount |
|---|---|
| Minimum Permit (one discipline) | $121 |
| Minimum Combination (all disciplines) | $379 |
| Reinspection | $121 |
| Off-hours building inspection | $379 |
| Work done without a permit | Double the permit fee |
National equipment and labour prices are in HVAC replacement cost; Scottsdale HVAC permits carry no job value, so we have no local price.
What 1,800 Scottsdale HVAC permits show
| Measure | Scottsdale HVAC |
|---|---|
| Permits on homes, October 2023 to September 2026 | 1,800 |
| Firms | 94 |
| Share held by the busiest firm | 78.5% |
| Share held by the five busiest | 93.1% |
| Firms that filed exactly one | 77 (81.9%) |
| Firms with a permit in the last 12 months of the window | 39 |
| Finalled (permits a year or more old) | 64.8% |
| Busiest / quietest month | July (158) / November (63) |
Two things stand out. One firm holds 78.5% of the file, and 81.9% of firms filed a single permit in three years. A city of Scottsdale's size replaces more air conditioners than 1,800 in three years, so read this as a record of which firms pull permits, not of market share: a quote from a firm with no Scottsdale HVAC permits is a reason to ask whether it will pull one. Filing runs at 158 in July against 63 in November; a replacement planned for the cool months is easier to book than one after a July failure.

What this does not tell you
Unpermitted swaps leave no record, so this file undercounts the work done. Scottsdale permits record no job value and no final date. We have not matched Scottsdale firms to the ROC license file. Fees change each July 1.
How we know this
The permit rules are quoted from the City of Scottsdale's Home Improvement page, read 23 October 2026; fees from the Permit Fee Schedule: Miscellaneous effective July 1, 2026 (Resolution No. 13661); the owner exemption from A.R.S. 32-1121. Counts are City of Scottsdale HVAC and mechanical permits on homes, October 2023 to September 2026; finalled share uses permits a year or more old.
Numbers come from City of Scottsdale building permits (the City's open-data permit file up to January 2026, and the City's SPUR permit system since), with the contractor named on each permit, data through October 22, 2026. Nobody paid to be on this page and nobody can.
Questions
- Do I need a permit to replace my AC in Scottsdale?
Yes. 'Replacing air conditioner/air handler in same location, like for like only' is on the City's Minimum Mechanical Permit list: a permit, but no plan review. Moving the unit or adding a system is a mechanical permit that starts with plan review.
- How much is an HVAC permit in Scottsdale?
A Minimum Permit for one discipline is $121 under the fee schedule effective July 1, 2026. If the swap also needs electrical work, the Minimum Combination permit for all disciplines is $379. A reinspection is $121, and unpermitted work is fined at double the permit fee.
- Do I need a permit for a window or portable AC unit in Scottsdale?
No. The City's mechanical permit covers 'any furnace, refrigeration or other air conditioning equipment or system, except portable or window units.'
- How long does an HVAC permit take in Scottsdale?
A like-for-like swap needs no plan review, so the permit issues once the SPUR application is paid. The City says the first inspection must follow within 180 days or the permit expires. Scottsdale records no final date, so we cannot give a usual days-to-final; 64.8% of HVAC permits a year or more old in our file were finalled.
- Who can pull an HVAC permit in Scottsdale?
A contractor whose Arizona ROC license covers residential air conditioning, or an owner doing the work on a home they occupy and will not sell or rent (A.R.S. 32-1121). Ask the One Stop Shop on 480-312-7725 how the City handles an owner mechanical permit.
