Do I need an HVAC permit in Denton, TX? Repair or replace, the $50 per unit fee and the mechanical final

Yes. Denton says "Repair or replacement of HVAC or a Furnace requires a permit," at $50 per unit, and 216 firms filed 2,360 HVAC permits on Denton homes from October 2023 to September 2026, at a usual filed value of $12,600; 89.3% of those a year or more old were finaled.

What needs a permit

From the City's HVAC / Furnaces page (read 23 October 2026):

Job Permit in Denton
Repairing or replacing an AC, heat pump or furnace Mechanical permit
Adding a new HVAC system or furnace Mechanical permit with "plan review with adherence to international energy codes"
Mechanical work that is part of a remodel Included in the alteration permit
Self-contained refrigeration systems with 10 lb (4.54 kg) of refrigerant or less, or motors of 1 hp (746 W) or less No permit

Note the word repair: Denton's page puts repair and replacement in the same sentence, so a compressor or coil job is not automatically exempt. The application asks you to pick one scope: New Installation, Replacement in Same Location with like equipment, Replacement in Same Location with different equipment, Relocation, or Repair.

Who can pull it

A mechanical contractor registered with the City. Denton's Contractor Registration lists a free mechanical registration requiring a government-issued photo ID, "Liability Insurance (liability insurance must list City of Denton as the certificate holder)", a "Current Texas Mechanical License" and a list of authorized personnel. Texas licenses A/C contractors through TDLR; check the number on the TDLR License Search. 68.1% of Denton HVAC firms in our file matched an active TDLR license and 29.6% had no match by name. The City's pages we read do not describe a homeowner permit for HVAC work; call Building Safety on (940) 349-8600 first.

How to apply and get inspected

  1. Apply in eTRAKiT, or on the paper MEP Application at the Development Services Center, 401 N Elm Street. Use the Notes section if the description field is too short; "Applications that do not specify the scope of work may experience processing delays."
  2. Mechanical final. The only inspection on the HVAC page. The City's Inspections List describes it as "all HVAC units installed, startup complete, etc."
  3. Scheduling rules. Requests made by 5:59 a.m. are done that business day. Cancel by calling (940) 349-8600 before 9 a.m., or a re-inspection fee applies; unpaid fees must be paid before the final is approved. A permit expires 180 days after issue unless an inspection renews it (FAQs).

What it costs

Fee Amount Source
HVAC or furnace permit "$50 each unit" HVAC / Furnaces
MEP Flat Fee (service update, water heater, mechanical) $50 Fee schedule, Table 3
Re-Inspection Fee $75 Table 6
Inspection after hours, per hour, two-hour minimum $303 Table 6
Working without a Permit $453 Table 6

The fee schedule is effective 1 October 2026 (Ordinance 26-1576). Read together, a split system with an outdoor and an indoor unit may be priced as two units; the page does not define a unit, so the eTRAKiT invoice is the final word. Either way the permit is well under 1% of the usual $12,600 job.

Busiest / quietest month July (index 155) / November (53)

Denton's HVAC year is lopsided: filing in July runs at 155 on our index (100 is an average month) against 53 in November, nearly three to one. A planned replacement booked in the off season competes with far fewer jobs. The market is spread out (14.3% for the busiest firm) and nearly half the firms (46.3%) filed a single Denton permit, so ask any firm for its recent Denton addresses. What this does not tell you

Denton's yearly permit files have no completion date, so we show finaled share but not days to final. Filed values are what the applicant entered. Our license match is by company name, so an unmatched firm is not necessarily unlicensed.

How we know this

Permit scope, exemptions and the per-unit fee are quoted from the City of Denton's HVAC / Furnaces page; other fees from its Permit and Fee Schedule effective 1 October 2026; the final from its Inspections List; registration from its Contractor Registration page; expiry from its Development Services FAQs, all read 23 October 2026. Our counts are City of Denton mechanical permits on homes, October 2023 to September 2026.

Numbers come from City of Denton Building Safety permits on homes (the city's yearly permit reports), data through October 18, 2026. Nobody paid to be on this page and nobody can.
