Philadelphia building permit search: Atlas, the L&I permit file and old records

To look up a building permit in Philadelphia, search the address in Atlas, the City's property lookup. The City's instruction is to "Use the City's Atlas tool or the L&I Property History lookup to search by address" for permits, licenses, violations and zoning history (phila.gov), and Atlas holds "Permit information from 2006 to present" (Get a copy, both read 24 October 2026). The same permits are published on OpenDataPhilly, the source of our 57,892 residential permits issued October 2024 to September 2026.

Where Philadelphia permits live

The Department of Licenses and Inspections (L&I) issues permits for the whole city, which is also Philadelphia County. Suburbs in Bucks, Montgomery and Delaware counties have their own permit offices.

How to look up the permits on a Philadelphia address

  1. Open Atlas and type the street address.
  2. Open the permits section of the property and note each permit number, type and status.
  3. Expect several permits per job: a new house gets separate building, plumbing, electrical and mechanical permits.
  4. For a list you can sort or filter by contractor, filter the open permit file by address.
  5. Compare the contractor on the permit with the one on your contract, and check the firm; our Pennsylvania licence guide covers the Attorney General's home improvement contractor registration.

What the statuses mean

Status in the city's file What it means Finished in our data?
Completed L&I marked the permit completed and recorded the date Yes
Issued Issued, work under way or final not recorded Not yet
Expired Lapsed before completion No
Cancelled, Refused, Revoked Withdrawn or stopped Not counted

Of residential permits issued October 2024 to September 2025, 71% were Completed by our count. Roofing is the outlier: 71.5% of those roofing permits expired.

When the record you want is not online

L&I sells copies of permits, licences and certificates of occupancy from 2006 on for $15 each, using the request form on its forms page. For building plans: confirm the building permit number in Atlas, submit L&I's online record-check form, and if the records exist L&I contacts you to book an in-person visit, where you hand in the building files request form and pay $50 a file. Plans are copied onto a flash drive you bring. "You must be the owner or authorized agent or have written permission to get building plans", and plans processed before 2004 were generally not kept unless tied to a variance or major project. Visits to the Permit and License Center, 1401 John F. Kennedy Blvd., MSB, Public Service Concourse, need an appointment (Get a copy, read 24 October 2026).

Smaller groups have their own pages: garages and sheds and fences. Whether a job needs a permit is in Do I need a permit?

What this does not tell you

We count residential permits only, as the city's file marks them; a home job filed as commercial is not counted. The open file has no declared job value, so we show no costs. A completed date is the day L&I marked the permit completed; expired and cancelled permits carry no final date in our counts.

How we know this

The Atlas instruction is quoted from the City of Philadelphia's property history search page, and the copy fees, plan request steps and Permit and License Center details from its Get a copy of a license, permit, or violation page, both read 24 October 2026. Our counts are L&I's Building and Zoning Permits file on OpenDataPhilly, read 19 October 2026: residential permits issued October 2024 to September 2026.

Numbers come from public permit records in 57 cities, data through October 19, 2026. Nobody paid to be on this page and nobody can.

Questions

  • How do I find out if a permit was pulled on my house in Philadelphia?

Search the address in Atlas (atlas.phila.gov), the City's property tool, and open the permits on it. The City says Atlas has permit information from 2006 to the present.

  • Are Philadelphia building permits public record?

Yes. Atlas shows them by address, and L&I publishes every permit since 2007 as the Building and Zoning Permits dataset on OpenDataPhilly. Anyone can order a copy of a permit for $15.

  • Can I look up Philadelphia permits by contractor?

Not on Atlas's address search, but the open permit file carries a contractor name on most permits, so you can filter it. We have not matched those names to licence records, so our pages show counts, not firm rankings.

  • How do I get the plans for my Philadelphia house?

Find the building permit number in Atlas, submit L&I's online record-check form, and if the files exist L&I schedules an in-person visit. Plans cost $50 a file, are copied to a flash drive you bring, and you must be the owner, an authorized agent or have written permission.

  • Why does my Philadelphia roofing permit say Expired?

Many roofing permits are never closed with a final. Of residential roofing permits issued October 2024 to September 2025, 71.5% had expired and 28.0% were completed by our count; ask the roofer to close the permit.
